Improvement of public spaces is an important element of regional development. It changes the appearance of settlements and improves people’s quality of life. Positive changes also occur thanks to the implementation of projects that are winners of the All-Russian competition for the best projects creating a comfortable urban environment, conducted within the framework of the federal project “Formation of a Comfortable Urban Environment,” which from 2025 will be integrated into the national project “Infrastructure for Life.” This was reported by Deputy Prime Minister Marat Khusnullin.

“A comfortable living environment is formed from many factors. Among them are modern urban spaces that stimulate commercial activity and the creation of new jobs. Thus, since the start of the national project ‘Infrastructure for Life,’ the implementation of projects that won the all-Russian competition has ensured the creation of over 4,000 jobs. In the renewed territories, 905 commercial entities have opened, indicating a growth in business activity. The President has set the task to improve the quality of the living environment in key settlements by 30% by 2030, and the all-Russian competition is an important component of successfully achieving this goal. Residents see how their cities and towns are transforming, and this work will continue despite existing difficulties,” noted Marat Khusnullin.

According to the Deputy Prime Minister, in 2025, the most jobs were created in implemented competitive projects in the Vladimir region – almost 380. Next are the Kaliningrad region – 352, Novgorod region – 209, Tambov region – 202, and Sverdlovsk region – 194. By the number of new entrepreneurial activity sites, the Tyumen region leads with 80 new locations. The Kaliningrad region opened 59 such points, Tambov – 46, and Sverdlovsk and Saratov – 42 each.

“Comprehensive improvement programs not only make the urban environment more aesthetically attractive, but also provide a powerful boost to the local economy, tourism, and small businesses. By 2030, under the national project ‘Infrastructure for Life,’ we are set to implement over 1,600 projects – winners of the all-Russian competition, which means ahead lie new landscaped, comfortable, and technological spaces, jobs, and opportunities for millions of Russian residents,” said Minister of Construction and Housing and Communal Services Irek Faizullin.

Successful cases of stimulating economic activity and creating new jobs exist in all regions of the country. In Solvychegodsk, Arkhangelsk Oblast, the embankment named after Anika Stroganov – the winner of the all-Russian competition – has been completed. Thanks to the renovation of the space, conditions have been created for holding fairs, festivals, and entrepreneurship.

In Sosnovy Bor, Leningrad Oblast, the area near the city beach has been improved – another winning project. The work is synchronized with neighboring zones and the opening of a park hotel with a restaurant, where 53 jobs have been created.

In Sharypovo, Krasnoyarsk Krai, a “Dinopark” has appeared – an unusual attraction stimulating the development of small business: the sale of souvenirs and toys, the emergence of catering points.

In Vilyuysk of the Sakha Republic (Yakutia), the ‘Singing Sands’ embankment has been opened – the winner of a competition for the Far East. It has provided new opportunities for entrepreneurs and allowed the redirection of the existing tourist flow, which contributes to the development of small and medium-sized businesses.

“The competition, launched by order of the President in 2018, has become a full-fledged driver of the socio-economic development of Russian regions. In 2026, 294 projects became winners of the 11th All-Russian competition for the best projects on creating a comfortable urban environment, the fifth competition for the regions of the Far Eastern Federal District, and the first competition for the reunited and border regions. A total of 1,903 projects have been selected throughout the competition’s duration,” noted Dina Safiullina, head of the Federal Autonomous Institution “Project Directorate of the Ministry of Construction of Russia.”

The All-Russian competition is held by the Ministry of Construction of Russia within the framework of the federal project “Formation of a Comfortable Urban Environment,” which started in 2017 as a party project of “United Russia.” Throughout the implementation of the federal project, around 120,000 public and courtyard spaces have been transformed across the country: from small courtyards and sports grounds to large parks, embankments, and central squares.
