M. Mishustin: Greetings to you, dear comrade To Lam! Welcome to the House of the Government of the Russian Federation.

This is your first state visit to the Russian Federation. Tomorrow, you will hold talks with the President of Russia, Vladimir Vladimirovich Putin. I am convinced that the agreements reached at the highest level will give a new impetus to strengthening the multifaceted cooperation between Russia and Vietnam.

I would like to take this opportunity to warmly congratulate you and all the citizens of the republic on Independence Day, which your country celebrated on September 2. Our country was one of the first to establish diplomatic relations with Vietnam. We stood shoulder to shoulder during the years of the heroic struggle of the Vietnamese people for freedom and independence, and in the subsequent period of peaceful construction.

Vietnam is our important partner in the Asia-Pacific region and Southeast Asia. We are sincerely interested in further strengthening the Russian-Vietnamese comprehensive strategic partnership relations.

The Russian government attaches priority to the development of trade and economic cooperation with Vietnam, promoting a number of joint projects in energy, transportation, industry, agriculture, digital economy, and high technologies.

Our intergovernmental commission is actively working. On the Russian side, it is headed by my deputy Dmitry Chernyshenko. The next meeting of the commission is scheduled for November this year in Hanoi.

We are also strengthening cooperation between the regions of Russia and Vietnam. It is important to ensure favorable conditions for the launch of new  joint projects.

I also want to speak about our humanitarian ties. We are consistently developing cooperation in the fields of science and education. An important event this year was the third Rectors’ Forum in May in Hanoi, which brought together representatives from more than 100 universities from Russia and Vietnam.

There is great potential in the tourism industry. The number of Russian tourists coming to Vietnam grows year by year. The number of Vietnamese citizens visiting our country is also increasing.

The geography of air routes connecting more and more cities in Russia and Vietnam is expanding. Of course, all this helps strengthen contacts between our people and find new opportunities for cooperation.

Ready to discuss with you, esteemed comrade To Lam, the priority issues of interaction between Russia and Vietnam. I gladly give you the floor.

Thaw Lam(as translated): Dear Comrade Prime Minister! I am very pleased to visit Russia again on a state visit and to meet with you. On behalf of the Vietnamese delegation, I sincerely thank you and our Russian friends for the warm, cordial, and solemn reception extended to us.

I want to congratulate you on the most important achievements that Russia has made recently. I especially note the preservation and dynamics of socio-economic development amid numerous challenges, the strengthening of the economy’s independence and resilience, as well as a powerful impetus in the development of science and technology, the aerospace industry, and digital transformation. I highly appreciate the role of the Government of Russia and your personal contribution to ensuring stability and creating a solid foundation for the country’s long-term development.

Vietnam consistently supports the stable, strong development of Russia and its increasingly important role in the regional and global architecture.
