For this purpose, we have developed various development tools — from educational programs and courses to methodological seminars, workshops, and professional competitions,” said Elena Zyabbarova.

Creating the necessary conditions and opportunities for professional growth, skill improvement, advanced training, as well as ensuring continuity and the transfer of knowledge and experience to young specialists, are crucial factors for the development of the industry and ensuring high-quality financial management across the city.

From the school bench to the workplace

For high school graduates, experts from the Moscow Department of Finance together with teachers from Financial College No. 35, with the support of Department of Education and Science of the city of Moscow developed a new curriculum in the specialty “Economics and Accounting.” Its goal is to train specialists equipped with the necessary competencies to work in the city’s centralized accounting departments.

The main feature of the program is a practice-oriented approach. Students can immerse themselves in the profession from the very first days of study. Future specialists not only acquire theoretical knowledge but also learn to solve real problems using modern tools and software. For practical sessions, the college has installed a universal automated information system (UAIS) “Budget Accounting.” It allows for the most accurate simulation of the workspace of an employee in a centralized accounting department and helps to hone skills in working with electronic documents.

Employees of the Moscow Department of Finance and centralized accounting offices conduct lectures, open meetings, and online lessons, share their experience, and organize excursions. The institutions themselves serve as venues for the academic and practical training of students.

Training under the program is available for graduates of the ninth and 11th grades.

The first cohort of students was admitted in 2023. Currently, 494 people are studying. Even at the initial stage of the project implementation, high school graduates showed significant interest in the specialty “Economics and Accounting.” In the new academic year, 240 people were admitted to the college in this field.

Students who have completed the training can find employment in the centralized accounting offices of the city. 23 graduates have already started working in the city’s budget system, and some of them have distinguished themselves professionally. For instance, last year, college graduate and employee of the State Public Institution “Housing and Communal Services Directorate of the South-Eastern Administrative District” Varvara Parshukova became the youngest winner of the professional tournament “Stars of the Profession.”

Continuous learning is the foundation of professionalism

The metropolitan Department of Finance also conducts professional retraining for employees of centralized accounting departments. The qualification improvement system includes theoretical and practical classes, methodological meetings, expert consultations and round tables, as well as an annual training seminar “Features of the unified model of centralized accounting.”

The seminar has been held since 2021. Each year, about 2,000 people participate. The purpose of the event is to enhance the professional skills and abilities of accounting staff, taking into account new tools and services implemented in the UAIS “Budget Accounting,” as well as changes in the regulatory framework.

The seminar program is updated every year. The training includes theoretical and practical parts and is conducted in four areas — reporting, payroll, financial and non-financial assets. At the end, all participants undergo a final test.

The professional personnel training system created by the city’s Department of Finance is designed as a continuous process that meets the needs of the industry and the city. This approach ensures high-quality accounting and reporting in the capital, which, in turn, strengthens trust in Moscow’s financial system and lays the foundation for further improvement of accounting processes.
