Using mechanisms of infrastructural budgetary (IBK), special treasury (SKK), and treasury infrastructural (KIK) loans, about 12.7 million square meters of housing have been introduced in the Central Federal District, and more than 1.8 trillion rubles of extrabudgetary funds have been attracted. This was reported by Deputy Prime Minister Marat Khusnullin.
“Infrastructure loans remain one of the most effective tools for developing regions. For example, in the Central Federal District, a cumulative total of about 12.7 million square meters of housing has been commissioned since 2022, more than 1.8 trillion rubles of off-budget investments have been attracted, and 75 thousand jobs have been created. Under the Infrastructure Budget Credit (IBC) program, the 2026 plan for off-budget funds has been exceeded by 34%, and the target for jobs has been exceeded by one and a half times. Where modern infrastructure is created, new jobs appear, a comfortable environment forms, quality of life improves, and territories receive an impulse for long-term development,” said Marat Khusnullin.
The Territorial Development Fund is the operator of infrastructure loan programs under the supervision of the Russian Ministry of Construction.
“Great attention in the regions of the Central Federal District is paid to the modernization of the housing and communal services sector, which is carried out, among other things, thanks to infrastructure loans. For example, since 2022, about 130 housing and communal services facilities have been built and reconstructed in the district with their help, including more than 560 km of utility networks. The implementation of these projects is aimed at improving the quality of life of citizens. FRT will continue to support the regions to achieve target indicators within the framework of the national project ‘Infrastructure for Life’,” noted FRT General Director Vasily Kupyzin.
Funds for IBK, SKK, and KIK have been approved for a total of 271 housing and communal services facilities in the Central Federal District, of which 130 have been completed.
