Deputy Chairman of the Government of Russia Alexander Novak held a working meeting with Deputy Premier of the State Council of the People’s Republic of China Ding Xuesong at the Eastern Economic Forum.

“Russia and China consider each other as priority partners, consistently adhere to the principles of respectful, equal, and trust-based interaction, and provide decisive bilateral support on key issues important to both sides. They are satisfied with the steady development of the comprehensive partnership and strategic interaction between Russia and China,” said Alexander Novak.

He noted that the main driving force of bilateral cooperation remains the personal contact between the leaders of the two countries.

Also, the Deputy Prime Minister, as co-chairman, held the 23rd meeting of the Intergovernmental Russian-Chinese Commission on Energy Cooperation.

“Stable trade and economic ties form a solid material basis for relations between Russia and China. Energy holds a special place in these ties. China is Russia’s largest foreign partner in this sector. Russian energy resources account for most of the total trade turnover between our countries – in 2025 this share was about 30%. Russia, for its part, reliably fulfills contractual obligations, ensures stable supplies of energy carriers, and contributes to the stability of the global energy market,” emphasized Alexander Novak.

The Deputy Prime Minister added that Russia maintains a leading position among oil suppliers to China. The possibility of increasing energy resource shipments through Kazakhstan, as well as enhancing logistics resilience, is being explored.

The export of pipeline gas via the “Power of Siberia” pipeline is steadily growing, with Russia reliably ensuring deliveries at the maximum contractual level. The Far Eastern route is being prepared for launch, and dialogue continues on other promising directions for supplying Russian gas to China, including the “Power of Baikal” project. New routes will expand opportunities for mutually beneficial trade and enhance the resilience of the overall energy infrastructure.

In addition, joint projects are being developed for the extraction and liquefaction of gas in the Arctic zone, the construction of a complex for processing ethane-containing gas in the Baltic region, and the development of the Zashulansky coal deposit in the Transbaikal Territory.

It was noted that Russia remains one of the leading suppliers of coal to the Chinese market and is interested in stable supplies, as well as in the development of transport infrastructure.

The strategic importance of peaceful nuclear energy remains. Equipment for Units 7–8 of the Tianwan Nuclear Power Plant and Units 3–4 of the Xudapu Nuclear Power Plant is being delivered according to contractual schedules. Deliveries of the main equipment for the Chinese fast neutron reactor have been completed. Russia is ready to discuss new joint projects, specialist training, and research on advanced nuclear technologies.

Alexander Novak noted that new areas are increasingly taking up space on the commission’s agenda: renewable energy, digital energy system management, climate solutions, as well as mutual recognition of green certificates.
