A meeting with the teams of clusters of the federal project “Professionalism” under the national project “Youth and Children,” which will start work in 2027, was held at the Federal Vocational Education Technopark in Kaluga. Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergey Kravtsov commented on the selection results and plans for the upcoming period.
“In 2027, thanks to the federal project ‘Professionalitet’ as part of the national project ‘Youth and Children’, 95 new clusters will begin operating in 42 regions of Russia. This will strengthen the connection between educational institutions and enterprises, enhance the practice-oriented nature of secondary vocational education across 19 industries. It is important that the regions see the impact of the project and actively participate in selections. As President Vladimir Vladimirovich Putin emphasizes, we rightfully take pride in the history of domestic vocational education. The creation of new clusters and the successful operation of those already established demonstrate that this history continues,” stated Dmitry Chernyshenko.
A total of 389 applications were submitted for the competition across 22 industries. Thanks to the new clusters, an additional 430 colleges and more than 620 employer companies will join the “Professionalitet” project. It is expected that by 2030, 100% of colleges and technical schools will be included in the federal project.
“The expansion of the ‘Professionalitet’ cluster network in 2027 represents a real strengthening of the workforce framework in the regions. The project has already proven its effectiveness: it has become a focal point for business and a guide for young people who want to acquire an in-demand profession. We see that the system of secondary vocational education is changing — it is becoming more flexible, modern, and closely connected to the real sector of the economy. It is important that new entities, where this model did not exist before, are joining the project. This means that young people across the country have more opportunities for self-realization, and employers have access to trained personnel right on site. I am confident that each new cluster will contribute to the development of the regional economy and the country as a whole,” commented Minister of Education Sergey Kravtsov.
The largest number of clusters in 2027 will open in Bashkortostan—8, in Yakutia and Chelyabinsk Region—7 each, in Nizhny Novgorod Region—6, and in Vologda, Novosibirsk, and Smolensk Regions, Perm and Khabarovsk Territories, as well as the Republic of Tatarstan—4 each.
For the sixth consecutive time, the winners of the competition include the Kemerovo, Nizhny Novgorod, Omsk, Orenburg, Sverdlovsk, and Chelyabinsk regions, the Perm and Khabarovsk territories, and the republics of Bashkortostan, Buryatia, and Tatarstan.
The Republic of Kalmykia will join the federal project “Professionalism” for the first time in 2027. The first educational cluster in the field of “Construction Industry” will be created based on the Elista Polytechnic College named after I.N. Elvartynov. The regional project team presented a “roadmap” for the launch at the introductory meeting with representatives of the Institute for the Development of Professional Education.
The main task of the meeting was to prepare regional teams for the launch of clusters. Participants discussed the creation of modern workshops, the implementation of practice-oriented programs, the protection of the cluster work strategy until 2029, as well as organizing a Unified Open House Day to attract prospective students.
Before the clusters open, regional teams will have to go through the entire preparation cycle so that by the start of the 2027 admissions campaign, the cluster will be ready to operate – from infrastructure to updated educational programs tailored to the requirements of employer partners.
