This summer, the road patrol crews of the Traffic Management Center (TMC) assisted drivers more than six thousand times. Specialists responded daily to road traffic accidents (RTAs), processed accident reports, towed broken-down vehicles, and regulated traffic at complex sections.
“Over the three summer months, the road patrol of the Center for Traffic Management assisted drivers more than six thousand times. Thanks to the prompt response and the crews’ work, the risk of traffic jams and secondary accidents is reduced, which is especially important on high-speed highways. For example, the number of accidents on the Moscow Ring Road this summer decreased by 10 percent compared to the previous one. We continue to improve safety and comfort of travel following Sergey Sobyanin’s instructions within the framework of the transport development strategy until 2030,” said the Deputy Mayor of Moscow for Transport and Industry.
Every day, 36 road patrol crews of the Moscow Traffic Management Center operate on the streets of Moscow. Due to the changeable weather — heat and heavy rains — the patrol worked in an enhanced mode.
In 53 percent of cases, assistance was needed due to vehicle malfunction: road patrol officers helped to move the car to a safe location, thereby freeing up the road. In another 14 percent of cases, drivers required towing, and in five percent – technical assistance: changing a wheel and jump-starting the engine. The patrol officers also cordoned off accident sites, helped organize safe transit in difficult areas, and coordinated with emergency services.
Over three months, crews responded to more than 1,700 traffic accidents and helped drivers complete the European accident statement protocol — which is 1,400 fewer times than the previous year. The reduction in the risk of traffic jams and secondary accidents, including on key highways, is part of the comprehensive work of the Center for Traffic Management and the State Traffic Inspectorate. In particular, this summer the road patrol responded to accidents on the Moscow Ring Road 45 percent less often.
To promptly detect accidents and other hazardous situations, a video analytics system of the Traffic Management Center operates along the entire length of the highway. It combines more than 880 smart cameras that cover the highway with no blind spots. The system recognizes 15 types of dangerous situations in real time: traffic accidents, stopped vehicles, fires, pedestrians or animals appearing on the road. Data from the cameras are sent to the Traffic Management Center’s situational center, whose specialists monitor the traffic situation around the clock. They dispatch a road patrol to the scene and cooperate with emergency services.
Thanks to the video analytics system and the patrol’s work, it is possible to prevent secondary accidents, reduce the risk of serious crashes, and restore traffic flow faster after incidents.
The traffic patrol of the Traffic Management Center (TsODD) appeared in Moscow in 2017. Its fleet includes pickups and trucks from PJSC KamAZ. The crews operate around the clock without breaks or days off, helping drivers free of charge. It is not possible to call them independently: incidents are recorded in real time by the TsODD’s intelligent video analytics system, after which the situation center promptly sends the nearest crew to the site. If the patrol officers themselves see a driver who needs help, they will definitely approach them.
