The procedure for returning goods of proper quality, providing discounts, and other offers from entrepreneurs have been included in the development plan for regulating the platform economy in Russia. The “roadmap” of legislative initiatives for 2026–2027 was approved by the Government subcommittee for the development of digital platforms. The decision was made at the first meeting of the subcommittee, which was held under the chairmanship of Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko.

“In October 2026, the platform economy law will come into force. It is designed to protect consumers’ rights and balance relations between large platforms and their partners. At the same time, we see that there remain a number of issues that still provoke discussion within the industry community. The task of the digital platforms development headquarters is to regulate them within the framework of the second package of legislative measures. It is at a high level of readiness, and we plan to submit many legislative initiatives for consideration to the State Duma in the near future,” noted Dmitry Grigorenko.
The plan was prepared based on proposals from relevant agencies, the Bank of Russia, and industry associations. The main part of the measures involves amendments to the laws “On the Platform Economy,” “On Consumer Rights Protection,” and “On State Control (Supervision).”
In particular, it is planned to regulate the procedure for granting discounts financed by digital platforms, as well as to require platforms to notify sellers 45 days in advance of any changes to the timing and rules for transferring funds for sold goods. A separate set of proposals concerns the return of goods of proper quality, that is, goods that meet all the requirements and terms of the contract.
In addition, it is proposed to establish requirements for displaying a single product price, which should not depend on the payment method or the buyer’s participation in a loyalty program. Another area of work is leveling the conditions for the activities of Russian and foreign sellers operating through intermediary digital platforms.
The plan also provides for the development of remote control and supervision mechanisms in the field of the platform economy, including in real-time mode.
“The statement of the ‘roadmap’ is a signal to the market: the state is systematically fine-tuning the rules for the development of digital platforms. We see that businesses and consumers are awaiting clarity on a whole range of issues. Therefore, the task is to introduce targeted flexible mechanisms for interaction between platforms, sellers, and buyers. At the same time, we will start monitoring law enforcement practices in order to arrive at an optimal model for the market that will stimulate the development of platforms without harming either small businesses or citizens’ rights,” commented Minister of Economic Development Maksim Reshetnikov.
