The implementation of the ‘life situations’ services for enrollment in kindergartens and first grade has been connected in 86 regions of Russia. With the help of these services, parents can submit an application online to selected educational institutions, as well as receive information about regional benefits and compensations. ‘Life situations’ are being implemented as part of the federal project ‘Government for the People,’ overseen by the Deputy Chairman of the Government – Head of the Government Office, Dmitry Grigorenko.
“Comprehensive services for registering children in kindergarten and first grade have been launched on the ‘Gosuslugi’ portal. For the first time, such services are being created at the federal level and become available to regions in a ready-made form. This allows them not to spend resources on developing their own solutions but to focus them on improving the quality of services. As a result, today parents in 86 regions can submit applications, track their status, and receive information about benefits through ‘Gosuslugi’,” said Dmitry Grigorenko.
“Life situations” for enrolling in kindergarten and first grade cover all key stages of placing children in educational institutions. In addition, parents can track the enrollment queue and use other digital solutions in the field of preschool and school education available in their regions.
For example, in the Novosibirsk region, parents have the opportunity to conclude an electronic contract with a kindergarten. Over 9 thousand contracts were signed in this way in 2025. This is one-third of the total number of contracts in the region. Since the beginning of 2026, 15 thousand electronic contracts have been signed, amounting to 81% of the total number. The transition of the service to a digital format has reduced the document processing time to 15 minutes instead of 2 days. A total of 928 schools and 920 kindergartens are available for electronic enrollment in the region.
In the Khanty-Mansi Autonomous Okrug – Yugra, 99% of applications for first-grade enrollment have been submitted through “Gosuslugi” for the second consecutive year. In total, 298 schools and 209 kindergartens in the region are available for enrollment within the framework of “life situations.”
In 2026, the application campaign for enrollment in the first grade is divided into two stages and will end on September 5th. During the first stage, from April 1 to June 30, applications were accepted from parents of children registered in the area assigned to the school, as well as from privileged categories of citizens. During the second stage, from July 6 to September 5, parents can submit an application to any school where there are available spots.
“Life situations” services represent a new stage in the development of the public services system. They help to obtain services related to a single theme and reference information comprehensively, in a “one-stop shop” mode. This reduces the time to solve tasks, eliminates unnecessary visits to agencies and document collection – data already presented in the state system is loaded automatically. Since the introduction of “life situations” in 2023, 70 federal and more than 425 regional services have been launched.
By the end of 2025, regional services helped reduce the number of visits to agencies by 60% and the average time required to obtain services within the framework of regional “life situations” by 58%, while the number of necessary documents was reduced by 58%.
