Overview: Experts in Astana Highlight the Importance of China’s “Two Sessions” for Expanding Cooperation with Kazakhstan and Central Asia

Astana, April 12 /Xinhua/ — A seminar on the topic “Two sessions in 2026: China’s guidelines and prospects for cooperation with Kazakhstan and Central Asia,” dedicated to the results of the “two sessions” held in early March /the 4th session of the 14th National People’s Congress (NPC) and the 4th session of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC)/, took place on Friday in Astana. Participants of the seminar noted the stability of the Chinese economy and its transition to a higher quality growth model based on innovation, digitalization, and the development of “green” technologies.

In the Center for China Studies in Kazakhstan, it was reported that during the seminar, the key outcomes of China’s 14th five-year plan, the new directions of the socio-economic policy of the PRC, and their significance for Kazakhstan and Central Asian countries were discussed. Special attention was paid to the issues of linking China’s 15th five-year plan with the priority directions and initiatives of the economic development of Kazakhstan and the regional states. According to the participants, China’s strategic orientations create new opportunities for expanding trade-economic and investment cooperation with the countries of the region.

The Director of the Center for Global and Regional Governance Maqsut Narikbayev University, Ikboljon Koraboev, noted that the development of the “Belt and Road” initiative and transport routes, including the Trans-Caspian corridor and the China-Kyrgyzstan-Uzbekistan railway, contributes to strengthening logistical connectivity and integration of production chains in Eurasia. He emphasized that a key task for the countries in the region is the formation of such cooperation models with China, which will promote industrialization, technological development, and the strengthening of economic sovereignty.

The landmarks of the 15th five-year plan of the CIS, including the development of the digital economy, “green” financing, and technological innovations, open up opportunities for expanding strategic cooperation in the fields of logistics, energy, and cross-border interaction, stated Professor Erlan Kudys of the L.N. Gumilev Eurasian National University.

Professor of the Department of Constitutional and Civil Law at the L.N. Gumilyov Eurasian National University, Zhamaladyn Ibragimov, stated that “two sessions” are an important mechanism for forming China’s strategic course, which influences the international economic agenda and opens new opportunities for deepening cooperation with Kazakhstan and Central Asian countries. He emphasized the necessity for Kazakhstan to move from basic cooperation to deeper strategic interaction with China.

Representative of the International Center for Green Technologies and Investment Projects Dilor Sultamuratov drew attention to the growing potential for cooperation with China in the field of implementation of environmental technologies, energy efficiency, and environmental monitoring, which can contribute to accelerating the transition to sustainable development.

The director of the branch of the Beijing Language and Culture University in Kazakhstan, Baurzhan Tleumetov, noted that the 15th five-year plan of the PRC signifies a transition of the Chinese economy to a more complex, technologically advanced development model, where a key role is played by digitalization, artificial intelligence, and new production solutions. According to him, deepening economic interaction with China increases demand for specialists possessing interdisciplinary competencies in the fields of technology, logistics, and international trade, which contributes to the development of human capital in the region.

Senior researcher at the Institute of International Studies of the Ministry of Foreign Affairs of Kazakhstan Ulan Nugitjan emphasized that the development guidelines of China are shaped by conditions for transition to deeper interaction, including regional participation in production and logistics chains, development of the digital economy, and introduction of green technologies.

Director of the Center for China Studies Gulnar Shaimergenova noted that the discussions confirmed the strategic importance of the “dual sessions” of 2026 as a guideline for building long-term and mutually beneficial cooperation between Kazakhstan, China, and Central Asian countries. According to her, the proposals and practical suggestions presented by the experts demonstrated a high potential for integrating development priorities, especially in the areas of trade, investment, logistics, industrial cooperation, and personnel training, which opens up new opportunities to increase competitiveness and sustainable growth of the region.–0–
