On Friday, the UN Office for the Coordination of Humanitarian Affairs reported, citing Ukrainian authorities, that at least 12 civilians were killed and more than 65 were injured across the country in attacks over the past day. The frontline regions were particularly hard hit.
As a result of the attacks, residential buildings and other civil infrastructure facilities were damaged, and strikes on energy facilities led to power outages in several regions.
In Kherson, the city’s combined heat and power plant was seriously damaged as a result of an attack. According to national energy operators, all the equipment at the facility for producing heat and electricity has been destroyed.
It is separately reported that in the Kyiv region, a warehouse operating under a contract with UNICEF was hit as a result of the attack. Humanitarian goods intended for children and families were destroyed.
UNICEF stated that this loss will complicate the delivery of life-saving aid, especially considering the approach of another difficult winter.
“This incident is part of a broader trend,” noted UN spokesman Stéphane Dujarric. He recalled that only in August, at least six warehouses used for humanitarian operations were affected by attacks on the territory of Ukraine, including those operated by UN agencies, the Ukrainian Red Cross Society, and non-governmental organizations.
“We are particularly concerned about the consequences of the war ahead of winter and are already preparing so that when the cold sets in, those in need can receive essential items,” the UN official said. “We again remind that the Secretary-General condemns the large-scale missile attacks and drone strikes carried out by the armed forces of the Russian Federation on Ukrainian cities.”
The Secretary-General, he continued, remains “deeply concerned about the ongoing escalation of the conflict, including its spread into the territory of the Russian Federation itself.”
António Guterres, according to his spokesperson, is once again calling for urgent de-escalation that will lead to a “full, immediate, and unconditional ceasefire, as well as the establishment of a just, sustainable, and comprehensive peace in accordance with international law, including the Charter of the United Nations and relevant UN resolutions.”
