Novosibirsk State University and the Russian AI accelerator manufacturer “HighTech” signed a cooperation agreement at the XIII International Technological Development Forum “Technoprom-2026” taking place in Novosibirsk.
The key goal of the partnership is the joint development and implementation of artificial intelligence technologies using domestic LinQ hardware accelerators.
The university and the company will grant each other access to their resources — scientific developments, equipment, and top-class specialists. Work will proceed in several areas simultaneously.
Scientists from the university, together with engineers from HiTech, will work on adapting the “SIGMA” platform — a framework for developing digital twins of smart cities — created at the AI Research Center (CII) of NSU.
— Cooperation with “HighTech” is arranged on the principle of symbiosis: colleagues provide domestic “AI hardware” and the LinQ infrastructure, while we supply software adapted to this equipment. As a result, science gets a testing ground on Russian equipment, and industry receives ready-made, optimized, and trusted solutions, as well as personnel capable of creating and supporting them., — emphasized the rector of NSU, corresponding member of the Russian Academy of Sciences Dmitry Pyshny.
He also added that the use of domestic equipment for managing critical infrastructure, which includes urban utilities facilities, is one of the requirements for their safe operation. Thus, thanks to the agreement, the university gains the opportunity to transition to implementing this development by NSU scientists in the real economy sector.
Cooperation is mutually beneficial for both parties.
— Partnership with NSU gives us the opportunity to obtain genuine scientific expertise for the development of LinQ. Creating a competitive domestic AI infrastructure cannot be done alone: both production facilities and a deep understanding of the mathematics behind modern AI models are needed., — noted the deputy general director of “HiTek” Alexander Lyapidevsky.
The agreement also provides for the use of another NSU CI product — the “KAPPA” framework for testing neural networks supported by Russian equipment. This will allow verifying that their operation meets the required parameters, which opens up wider possibilities for using the company’s equipment with installed third-party software, including in the government procurement market.
In the future development of cooperation, the company “HiTek” is considering the possibility of becoming an industrial partner of the CIH NSU.
Moreover, as the company notes, it is precisely through such joint projects that a personnel reserve is formed — specialists who initially learn to work with Russian AI equipment and later will be able to develop the country’s technological sovereignty. This is a long-term investment in both technology and people.
