Deputy Prime Minister Tatyana Golikova took part in the solemn opening ceremony of the All-Russian Forum of Veterans of the Special Military Operation “Together We Will Win” at the Palace of Pioneers in Moscow. For the first time, the forum brought together more than 2,000 people.

Among the guests and speakers are participants of the special military operation and their family members, representatives of the Presidential Administration, Government and Federal Assembly, heads of federal agencies, clergy representatives, military correspondents, experts, entrepreneurs. The organizers of the forum were the state fund “Defenders of the Fatherland,” the Russian Society “Znanie,” and the Moscow government.

Tatiana Golikova read out the address of the President of Russia, Vladimir Putin. “The system of support for veterans, their relatives and close ones created in our country is developing, being filled with new initiatives and real actions, taking into account specific life situations. And here, the contribution of employees of the State Fund ‘Defenders of the Fatherland’, other organizations, volunteers, who help our heroes return to peaceful life, to worthily realize themselves in various sectors of the economy and business, in public activities and creativity, in state and municipal spheres, in raising the younger generation, is significant. It is important to continue consistently strengthening the social guarantees of participants in the special military operation, to assist them in acquiring new knowledge and professional competencies, and to improve the effectiveness of medical care and rehabilitation programs,” the address states.

Tatiana Golikova, in her speech, emphasized the importance of comprehensive support for veterans of the special military operation and their families, and also noted the role of defenders of the Fatherland in the patriotic education of youth.

“The forum has become a reliable platform for exchanging opinions and receiving the information necessary to resolve the most important issues of your lives and integration into society after returning from the special military operation. The President of our country, Vladimir Vladimirovich Putin, instructed us to do everything possible to ensure that returning participants of the special military operation are employed, receive education, and acquire a new profession. The Government of Russia and the state fund ‘Defenders of the Fatherland’ have established stable cooperation to solve the key issues outlined in the President’s address. For us, as well as for you, the upbringing of the younger generation is important. Our defenders are already leading youth organizations and serving as examples for young people. The education of patriots is our main task. I sincerely want to thank the mothers and fathers who raised the defenders of the Fatherland. Thanks to the wives and children who waited, are waiting, and I am sure will wait for their warriors. I wish everyone health and strength of spirit,” Tatiana Golikova addressed the forum participants.

She emphasized that starting from 2024, the Government’s platform regularly holds an “Open Dialogue” together with participants of the special military operation from all regions of the country. During this time, more than 1.6 thousand appeals have been received, none of the issues were left without attention, and almost all of them have been resolved positively.

But most importantly, thanks to such dialogue, systemic decisions have been made, including on issues of preferential pension provision for participants in the special military operation from among the militias, a new type of social contract has been introduced specifically for special military operation participants, professions have been identified in which veterans of the special military operation can receive priority training, and much more has been done.

The Deputy Prime Minister added that today more than 127,000 participants of the special military operation are employed, having undergone various forms of retraining, and 9,500 people have started their own businesses.

The All-Russian forum “Together We Will Win” will become a key platform for dialogue, exchanging experiences, developing joint solutions to support veterans and their integration into peaceful life, as well as providing comprehensive assistance to their families.

Participants of the business and educational programs will discuss issues of social adaptation and comprehensive rehabilitation of veterans of the special military operation, employment, involvement in sports, spiritual and moral foundations of society, patriotic education of youth, and other relevant topics.

“The State Fund ‘Defenders of the Fatherland’ has been building a comprehensive support system for special military operation veterans and their families from its first day of operation. We understand that this requires constant improvement, so the defenders, their opinions, and suggestions always remain our main focus. And we are glad to have this opportunity for open dialogue: this year, participants in the special operation and their relatives will be the experts and speakers at the forum. At the meeting of the Council for Strategic Development and National Projects, the President gave an important directive—to prepare in advance for the return of the guys. Our responsibility is to ensure that the heroes feel care and attention from the state and society after returning home,” noted Anna Civileva, State Secretary—Deputy Minister of Defense, Chairwoman of the State Fund ‘Defenders of the Fatherland.’

During the forum for veterans and their family members, consultation desks will be available where they can receive explanations on issues of psychological support, social rehabilitation, legal assistance, activities of the Ministry of Defense, the Military Social Center of the Ministry of Defense, and veterans’ public organizations.

“The system of support for veterans of the special military operation created in Russia covers all aspects of the defenders of the Fatherland’s lives—from medical assistance to employment. Every veteran of the special military operation should feel that their feat is not forgotten, that the state and society are grateful for their service. We will continue to improve the support system to ensure our heroes a dignified life in peacetime,” said the Chief of the Main Headquarters of the All-Russian Youth Military-Patriotic Public Movement “Yunarmiya,” Hero of the Russian Federation Vladislav Golovin.

The central event of the first day of the forum was the plenary session “SVOI,” attended by veterans, public figures, and experts. The attendees discussed issues of social adaptation and support for the defenders.

During two days, forum participants will touch upon a wide range of relevant topics. Panel discussions will cover women’s unity and the spiritual values of society, entrepreneurial initiatives of veterans and opportunities for starting their own business, as well as new technologies for comprehensive medical and social rehabilitation of combatants.

At the educational platform, experts will share practical knowledge in the field of artificial intelligence applications and will explain how to turn ideas into real projects.

In addition, there will be open dialogues between veterans and representatives of the largest Russian corporations. Participants will pay special attention to working with youth and developing projects with a patriotic focus.

The “Together We Will Win” forum has united more than 20 partner venues, each of which will offer unique rehabilitation, education, and development programs for veterans with disabilities.

Adaptive rehabilitation programs will take a central place.

The company “Katerwil” will present high-tech chairs and high-mobility wheelchairs. Forum guests will be able to test their skills on adaptive kibathletics tracks and even score a goal on wheels.

The site of JSC “CITO” of “Rostec” will showcase alpine skiing simulators, intelligent platforms for restoring postural activity, and mannequins with prosthetics, complemented by consultations on high-tech prosthetics.

The innovation center “Skolkovo” platform will introduce advanced solutions. The company “Steplife” will conduct master classes on the use of bionic prostheses, and LLC “Mobitrak” will present a mobile rehabilitation center.

Psychological support will become one of the key areas. The platform “Svoirodnye.rf” will create specialized consultation zones where experts will assist veterans with career growth, financial literacy, and social support.

Educational venues will attract science and technology enthusiasts. The Rosseti Group will hold an educational show featuring a Tesla coil that creates spectacular electrical discharges. The United Engine Corporation will present an exhibition of aircraft engine models at a 1:3 scale. The “Movement of the First” will set up three tents with workshops on 3D pens, drone control, Russian sign language, and creating various crafts. The Kalashnikov company will present an exhibition area of weapons, drones, and a creative laboratory with eight workshop zones.

Sports and military-applied activities will occupy a significant part of the forum program. The “League of Athletes of Russia” will organize a workout area with speed-strength all-around competitions. Iron King and “Opora Russia” will set up a GTO standard testing zone and rehabilitation equipment under the guidance of specialists. The Russian Boxing Federation will offer VR boxing and training sessions with champions.

The State Fund “Defenders of the Fatherland” was established by decree of the President of Russia Vladimir Putin. Its main goal is the personalized support of veterans of the Special Military Operation and the families of heroes. Specialists and social coordinators of the fund help defenders not only with medical and social rehabilitation but also with retraining and employment, provide legal support, adapt housing to the needs of disabled individuals, and ensure long-term home care. The fund is headed by the State Secretary – Deputy Minister of Defense Anna Tsivileva. The fund’s branches operate in all regions of Russia.
