First Deputy Prime Minister Denis Manturov held the first meeting of the subcommittee on ensuring the uninterrupted functioning of certain economic sectors. The subcommittee was established by the Government to implement the President’s decree on measures to secure critical infrastructure facilities. The subcommittee is headed by First Deputy Prime Minister Denis Manturov. The meeting was attended by Moscow Mayor Sergey Sobyanin, Minister of Transport Andrey Nikitin, Minister of Economic Development Maxim Reshetnikov, representatives of the Ministry of Defense and the General Staff of the Armed Forces of the Russian Federation, members of the Military-Industrial Complex board, regional heads, representatives of federal executive bodies, as well as business leaders and company owners.
The structure created by the Government will carry out operational interdepartmental coordination and control of work aimed at increasing the resilience of key sectors of the economy.
“The resilience of industries will be considered by the subcommittee through the lens of existing risks and incurred damage. Targeted and systemic measures will be proposed to reduce threats,” emphasized Denis Manturov. Among the main areas of work, the First Deputy Prime Minister noted monitoring the condition of key enterprises, developing new engineering and regulatory solutions for protection and rapid recovery of facilities, ensuring reservation of critically important resources, diversifying logistics, and duplicating suppliers of strategic products.
The subcommittee will analyze the security level of critical infrastructure facilities in specific sectors, develop mechanisms aimed at ensuring their normal functioning, and exercise control over their timely restoration. Another priority is minimizing the negative socio-economic consequences associated with the disruption of enterprises’ operations.
“All issues related to the protection of facilities will be considered within the framework of the subcommittee together with their owners and the Ministry of Defense. We will continuously analyze existing measures, summarize actual experience, and develop new solutions to ensure the security of enterprises and the stable functioning of industries under external pressure and terrorist attacks. Our common goal is to reduce the vulnerability of critical infrastructure facilities. By doing so, we support the uninterrupted operation of enterprises fundamental to the economy, life support, and national security. We will use various mechanisms for this,” said Denis Manturov.
One such mechanism was established by Russian Presidential Decree No. 604 of August 24, 2026, “On measures to ensure the security of the critical infrastructure of the Russian Federation.” “The Presidential Decree allows for temporary management to be imposed on the property of companies that ignore the need to strengthen protection or fail to timely eliminate the consequences of attacks. I ask federal and regional authorities to take this legal mechanism into account when working with property owners. At the same time, this provision is primarily preventive and disciplinary in nature and should be applied when businesses truly sabotage state directives. This is particularly relevant considering that often the downtime of one economic entity can trigger a chain reaction for related parties, thereby undermining the stability of an entire sector,” Denis Manturov addressed the meeting participants.
During the first meeting of the subcommittee, its participants discussed issues related to the protection of logistics and trade facilities. The Ministry of Industry and Trade, in cooperation with business representatives, has already prepared a list of 167 sites to be included in the list of critical facilities.
