Dmitry Chernyshenko: The activities of leaders in scientific and technological development must yield results for regional economies and address systemic challenges

Under the chairmanship of Vice Prime Minister Dmitry Chernyshenko, a meeting was held with the heads of scientific and technological development (RNTD) of the constituent entities of the Russian Federation.

The event took place within the framework of the XIII International Forum “Technoprom.” During the meeting, they discussed the development of product programs for university campuses, services in the “Science and Innovation” domain for managing the scientific and technological development of entities, the activities of innovation development institutes, public organizations, and research and development support funds.

“In the Strategy for the Scientific and Technological Development of Russia, President Vladimir Putin set a clear task — to designate deputies of regional heads responsible for scientific and technological development. They have been appointed in almost all regions of Russia. The activities of the RNTR, our ‘scientific special forces,’ must yield tangible results for regional economies and respond to systemic challenges,” emphasized the Deputy Prime Minister.

The meeting presented the results of the assessment of the maturity of the STI management system of subjects for 2025, conducted by the Presidential Academy. For the first time, all 89 regions participated in this assessment. The top 5 regions included Novosibirsk Oblast, Republic of Tatarstan, Tomsk Oblast, Krasnoyarsk Krai, and Omsk Oblast.

In 2026, by order of the Government, the Center for Scientific and Technological Development was established under the Government of the Russian Federation. It is intended to become a “single window” for RNTR and a hub for assembling proposals to improve the effectiveness of the institute of deputies for scientific and technological development.

During the meeting, approaches to developing product programs for university campuses and the role of entities in this work were also discussed. A network of modern campuses is being created in Russia under the instructions of President Vladimir Putin. By 2036, the country is expected to have a constellation of 40 such campuses.

“A campus is not only a construction site but also maintenance: infrastructure that needs to be filled with science and education. The pilot in five regions – Novosibirsk Oblast, Perm Krai, Sakhalin, Chelyabinsk, and Tyumen Oblasts – showed that the approach works: 37 product programs and 245 products were formed, including 125 scientific-technological and 97 educational ones. Importantly, the programs underwent expert review involving the Russian Academy of Sciences and relevant ministries. Based on the pilot results, methodological recommendations have been prepared that can be applied not only in campuses but also in other areas of university work,” noted Deputy Head of the Ministry of Science and Higher Education Andrey Omelchuk.

Another important issue has become digital services for managing scientific and technological development. Extensive work is being carried out to fine-tune the services of the “Science and Innovation” domain in terms of regional development.

Dmitry Chernyshenko emphasized the importance of developing artificial intelligence for scientists and the “Science and Innovation” domain.

Deputy Governor of the Novosibirsk Region Irina Manylova presented the results of the strategic session with leaders on scientific and technological development of the entities. The session’s work took place within six working groups addressing issues of interaction with the federal level, development institutions and funds, federal universities and scientific organizations, the development of the “Science and Innovation” domain, the region’s qualified order, and the model of regional branches of the All-Russian Society of Inventors and Innovators.

Andrey Zhizhin, General Director of the Foundation for Assistance to Small Innovative Enterprises in the Scientific and Technical Sphere, and Andrey Blinov, Deputy General Director of the Russian Science Foundation, spoke about the results of the foundations’ work.

The chairman of the All-Russian public-state organization “All-Russian Society of Inventors and Rationalizers,” Vladimir Kononov, noted that in 2027 VOIR will celebrate its 95th anniversary. The renewed society faces the task of not just preserving continuity but forming a modern system for the development of invention, integrated into the scientific and technological development programs of the regions.

“It is important that we are not starting this work from scratch. Starting next year, we plan to begin creating inventor collectives in colleges, universities, scientific organizations, and enterprises. By 2030, we expect to form more than 25,000 such collectives and increase the membership of VOIR to 1 million people. However, growth in numbers is not an end in itself for us. The main result is new developments that are in demand by enterprises and brought to practical implementation. By 2030, we plan to assist in patenting more than 1,000 inventions and implementing at least 100 developments at industrial enterprises,” noted Vladimir Kononov.

Taking into account the directive of the Deputy Chairman of the Security Council Dmitry Medvedev, Dmitry Chernyshenko asked the entities to work on expanding the practice of establishing named scholarships for graduate students.
