The head of Rosimushchestvo reported on the main results of the agency’s work on involving state property in economic turnover, participating in the implementation of large infrastructure projects, the progress of auditing land plots for involvement in housing construction, as well as on improving the legal framework in the field of state property management.

M. Mishustin: Good afternoon, dear Vadim Vladimirovich!
You are responsible for an important sector of the executive branch’s work – managing federal property.
This sphere always holds special significance – from meeting the current budget needs to addressing large-scale strategic tasks within the framework of achieving the national goals defined by the President. The assets managed by Rosimushchestvo – land, real estate, and enterprise shares – are not merely balance sheet items; they are a real resource for the country’s development. The pace of progress depends on how efficiently these resources are used and how systematically dormant or abandoned properties are identified. Business receives assets, the state receives income. As a result, new facilities and infrastructure are built. Conditions for attracting investments are also improved.
Tell us about the results the agency showed in the first half of the year.

V. Yakovenko: Dear Mikhail Vladimirovich!
In the six months of the current year, we managed to ensure budget revenue of 307 billion rubles from state property management. Sales alone amounted to more than 260 billion. This is 2.2 times more than for the same period last year, 2025. We have about 70 billion rubles worth of deals in the pipeline, and for the whole year, 331 billion rubles are expected to flow into the budget of the Russian Federation.
By the end of the year, together with dividends, the receipt of which is also provided by our agency, we will collect about 600 billion rubles. This is the target we set for ourselves.
Filling the federal budget is, of course, our priority task. But there are many other projects we are working on.
In particular, these are infrastructure projects, including, specifically, the provision of land for the “Tavrida” art cluster in the Republic of Crimea. We are also actively participating in the project to build the Moscow – Saint Petersburg high-speed railway. We have provided more than a thousand land plots for this project.
We have been actively collaborating with PJSC “DOM.RF” for several years now. Together with them, we conduct an audit of land plots in the country that could potentially be involved in housing construction and other infrastructure projects. Last year, together with “DOM.RF,” we inventoried 11,000 hectares of land. By the end of the first half of this year, it was already 7,000 hectares. By the end of the current year, I am confident we will surpass last year’s plan and provide the company with 12,000 hectares so that they can use them in their direct activities.
For a long time, at your instruction, we have been engaged in creating a comfortable environment. This work is being carried out together with the Federation Council. It concerns federal property objects that have been identified and are in unsatisfactory condition. There are a total of 6,415 such objects. We have already completed the targeted tasks for 70% of these objects – either repairs have been made or restoration has been carried out. Some objects have been transferred to regional ownership. A good example is the work on repairing the campus of the Higher School of Economics. The students received an absolutely new, excellent campus.
In addition to our daily work, we actively cooperate with the Ministry of Defense, the Ministry of Emergency Situations, and the People’s Front. This involves providing assistance and transferring property to these departments and organizations free of charge.
In the first half of the year alone, we have transferred approximately 390 thousand units of property free of charge – including vehicles, light industry goods, and consumer goods. We will continue this work. It is very important and in demand today.
M. Mishustin: It is certainly necessary to maintain the gained momentum. Moreover, this concerns not only the implementation of already established projects. It is also important how quickly new resources are involved in economic circulation. This relates both to the removal of administrative barriers and to leasing, selling, or other usage.
Of course, much here also depends on the fine-tuning of the specialized regulatory framework, the mechanisms that should facilitate this.
How is the work on improving the legal framework in your field progressing?
V. Yakovenko: We carry out this work systematically, together with colleagues from the General Prosecutor’s Office and the Accounts Chamber. We identify bottlenecks. For example, when we already have assets in state ownership but, for one reason or another, cannot bring them into circulation. This is largely due to the absence of necessary legislative mechanisms.
In particular, on July 4, amendments to the federal law “On the Privatization of State and Municipal Property” came into force, which remove restrictions on the sale of residential housing properties. Over 2 thousand properties are now unblocked and will be privatized in the near future.
Moreover, together with colleagues from the Federation Council, we worked on amendments to the Land Code of the Russian Federation regarding the removal of restrictions on the sale of land plots for capital construction. If these amendments are adopted, more than a thousand land plots can be additionally brought into circulation.
Furthermore, Rosimushchestvo, together with the Ministry of Finance, is now empowered to approve the list of assets valued up to 50 million rubles that we can sell. Previously, this took a lot of time and required interdepartmental approvals, but now it is entirely the responsibility of the agency. Thanks to this initiative, 734 real estate assets have already been sold, 930 assets are ready for sale and have been put up for auction. This will significantly speed up the sales procedure and, again, by reducing costs and time, will result in a greater economic effect.
M. Mishustin: It is important to continue work in this direction, increase the efficiency of managing state property, and more actively involve unused assets in economic activities. This includes leveraging the opportunities provided by digitalization in these processes.
We must support the launch of a new investment cycle, various projects throughout the country, which I am absolutely confident will contribute to a more confident development dynamic and a further improvement in the standard of living of our citizens.
