Order dated August 21, 2026 No. 2240-r
More than 574 million rubles will be allocated from the government’s reserve fund to co-finance the program of issuing mortgage loans in Tuva at a preferential rate of 2%. The order was signed by Prime Minister Mikhail Mishustin.
The allocated funds will allow subsidizing over 4,300 preferential loans for the purchase or construction of housing in the region.
The preferential mortgage program in Tuva was launched in 2025 by order of the President. More than 3.3 thousand loans totaling 16.6 billion rubles have already been issued under it. Also, by order of the head of state, the program was expanded by another 1 thousand loans, which are planned to be issued in 2026.
Mikhail Mishustin announced the decision at at the meeting with the Deputy Prime Ministers on August 24. The head of the Cabinet noted that during a work trip to Tuva in early August 2026, he thoroughly familiarized himself with projects in the fields of road and housing construction, the implementation of which is largely facilitated by a broad range of federal support measures – an individual socio-economic development program, infrastructure budget loans, as well as concessional mortgages.
