“We have been working on this system for 10 years, creating an electronic library. Today, it is one of the largest in the world, and the service is the most advanced among government systems; there are no other analogs of such a system. Most importantly, we are developing it further together with you,” noted Sergey Sobyanin.
The Head of the Republic of Tatarstan, Rustam Minnikhanov, thanked Sergey Sobyanin for providing “MESH”.
“Huge words of gratitude for the fact that by your decision you have provided our education system with “Moscow Electronic School“,” said Minnikhanov, “If we had done it ourselves, it would have cost a huge amount of money. Moscow provided it for free.”
The Minister of Education and Science of the Republic of Tatarstan, Ilsur Khadiullin, reported that “MESh” has been installed in all 1,390 schools in the region. Both parents and teachers use it, as they can access ready-made lessons.
“We tried to make this system provide many options so that it would be easier for teachers to work, so they could receive ready-made thematic lessons, video materials, electronic laboratories. And for children to be more interested in studying both at school, and at home, and with the help of video lessons. And of course, so that parents could see everything that happens at school and how their child is learning,” added the Mayor of Moscow.
The students of Tatarstan also gave their assessment of the “Moscow Electronic School.”
“The app now has a student performance ranking. I really enjoy competing with my classmates on grades. It motivates me a lot to study better. The ranking also helps me understand which results I need to strive for and which subjects I need to improve,” said Valeria Fokina, a ninth-grade student at Gymnasium No. 59.
Sergey Sobyanin noted that the developers of «MESH» strive to have the system build a personalized educational trajectory for each child, identifying their talent.
“We are now implementing artificial intelligence in several areas — these are mathematics, physics, English, computer science, where the program adapts to each child, identifies their mistakes, what additional classes should be, checks assignments,” added the Mayor of Moscow.
Since 2022, Government of Moscow has been facilitating the implementation of the “Moscow Electronic School” services in the regions of Russia. Its functions allow for consideration of the specific features of regional education systems. In particular, in Tatarstan, materials ensuring the teaching of the Tatar language and local history have been included in it.

Currently, the MES services are used in six Russian regions: Kaluga, Moscow, and Tyumen oblasts, the republics of Tatarstan and Dagestan, as well as the Yamalo-Nenets Autonomous Okrug. The platform covers more than 4,300 schools and provides access to digital tools to over 4.8 million teachers, students, and their parents.
Starting from September this year, five more Russian regions will join the project: the republics of Bashkortostan and Karelia, and the Vologda, Murmansk, and Tver regions. This will add about 2.3 thousand schools and more than 2.2 million users to the “MESH” system.
As a result, in the 2026/2027 academic year, taking into account the Moscow education system, every fourth schoolchild in the country will use the “MESH” services. The platform will cover more than seven thousand schools, where about 4.7 million children study (26 percent of the total number of schoolchildren in Russia). The total number of “MESH” users — teachers, students, and parents — will exceed 10.2 million people.
Implementation of “MESh” services in the Republic of Tatarstan
Three years ago, in August 2023, Government of Moscow and the Government of the Republic of Tatarstan signed a cooperation agreement on the implementation of information technologies in education. During this time, the state information system “Electronic Education of the Republic of Tatarstan” was modernized based on the unified component of the “Moscow Electronic School.”
Starting from the third quarter of the 2023/2024 academic year, the updated system has been operational in all schools in the region (1390 educational institutions). As a result, more than 955 thousand teachers, students, and parents use the “MESH” digital services. The set of tools includes an electronic diary and journal, including mobile versions, portfolios for students and teachers, a library of electronic materials, and other solutions.
At the same time, the Republic of Tatarstan does not limit itself to the use of the basic functions of “MESh” but develops the platform taking into account its own needs. The most significant enhancements include:
— creation of the “Electronic Fund of Educational Literature” service;
— integration with the regional mobile application “I am a schoolchild”;
— optimization of the enrollment of children in the first grade using data verification;
— organization of registration for the Russian language test for foreign citizens;
— integration with the regional data showcase “Education” and the national messenger “Max”;
— providing access to free materials of the “Universal Library of Digital Educational Content” system.
The next step is scaling solutions at the level of secondary vocational education. Starting from September 2026, the “MESH” services will begin to be used in 104 colleges of the Republic of Tatarstan — which is 75 percent of the region’s secondary vocational education institutions.
More than 92,000 students and teachers will be able to work with the electronic journal and grade book, use the schedule, the “MESH College” mobile application, and other tools, find out homework assignments, and the enrollment and personal file management procedures will become simpler. In the future, the Republic of Tatarstan plans to implement AI services, including the “Digital Teacher,” integrate the platform with the “GosPrompt” system, and establish interaction with the “Movement of the First.”
Starting from September this year, colleges from four more regions will be connected to the “MESH” services: the Republic of Dagestan, Yamalo-Nenets Autonomous Okrug, Moscow and Kaluga regions. More than 250 educational institutions will participate in the initiative — about 300 thousand students and teachers.
Further expansion of the project’s geography is planned for the 2027/2028 academic year. Colleges from six new subjects of the Russian Federation are expected to be connected to the system: the republics of Bashkortostan and Karelia, and the Vologda, Murmansk, Tver, and Tyumen regions. At this stage, about 230 colleges will join “MESH”, and the total number of involved students and teachers will exceed 240 thousand people.
“Moscow Electronic School” — an indispensable digital assistant
“Moscow Electronic School” is a large-scale project of the Moscow Government, which has been implemented since 2016. The main services of “MES” are “Electronic Diary,” “Electronic Journal,” “MES Library,” as well as “Student Portfolio” and “Teacher Portfolio.”
The electronic diary serves as a tool for monitoring the educational process. It contains all the information about events and school activities. For students, it is a digital helper in studying, and for parents, it is a source of information about the child’s school life.
The electronic journal is designed specifically for educators and includes a set of tools that help to build work efficiently. Each teacher, using the available functions, can individually customize the interface and organize workflows in the most convenient way.
The “MESh” library deserves special attention — a resource that brings together the best digital educational materials from Moscow’s teaching community, leading developer companies, and publishers. The library features more than 17,000 electronic lesson and educational topic scenarios, over 12,000 video lessons, more than 400 textbooks, 43 unique virtual laboratories, over 35,000 tests, more than 160,000 interactive educational applications, as well as over 1,500 works of fiction.
The ‘Student Portfolio’ contains information about all the student’s achievements. In addition to recording results, the service helps the child with professional self-determination.
The “Teacher’s Portfolio” reflects the professional journey of the educator. It contains data about their qualifications, teaching experience, awards, and titles received for participation in professional competitions. Additionally, it presents the results of the teacher’s work, in particular the students’ outcomes on independent assessments, the main state exam, and the Unified State Exam (USE) over the past three years.
“MESH” is constantly evolving. New tools for students and teachers are regularly added to the system. Thus, in the 2025/2026 academic year, the functions of the “Digital Teacher” service were expanded. Physics and computer science were added to mathematics and English. Operating on the basis of artificial intelligence, the service analyzes students’ knowledge, identifies topics that are more difficult, and selects exercises that help fill gaps in understanding the material.
A virtual laboratory for the natural world has appeared in the “MESH” library for elementary school students. It helps develop research skills. Children can, for example, place planets in orbits, simulate a lunar eclipse, or control a virtual lunar rover. Such interactive tools allow teachers to make lessons more visual.
Since November 2025, the “MESH” system has had a function to order certificates of college education. Thanks to it, there is no longer a need to personally contact the administrative office. The document can be issued online, and the processing time has been reduced from three days to just a few minutes.
Multilingual Gymnasium No. 59 “Adymlar-Chally”
Polylingual Gymnasium No. 59 “Adymnar”–“Chally” in Naberezhnye Chelny opened in 2021. The educational institution is located at 91 Chulman Avenue. The project to create the gymnasium was initiated by the State Adviser of the Republic of Tatarstan, Mintimer Shaimiev.
The institution has created a comfortable and safe educational environment. Students have at their disposal well-equipped classrooms, a spacious assembly hall with a capacity of 560 people, as well as a swimming pool with two basins — a large one (11 by 25 meters) and a smaller one (5.8 by 12 meters).
Here, 1054 students are enrolled in programs of primary general, basic general, and secondary general education. Instruction is conducted in Russian, Tatar, and English.
Students actively participate in city olympiads, volleyball competitions, and marathons. A rich cultural program is also organized for students at the gymnasium: competitions and performances are held in collaboration with theaters of Naberezhnye Chelny, as well as creative meetings with cultural figures.
The teaching staff of the gymnasium consists of 63 teachers. The core of the team is young specialists: the average age of the teachers is 35 years. At the same time, about 70 percent of the employees have the highest or first qualification category.
