Financial News: Standards for the Securities Accounting System.

The Bank of Russia is launching a large-scale reform of the interaction system of accounting institutions. Depositories and registry holders will have to use unified electronic message formats instead of disparate information transfer templates, as is currently the case, when conducting securities transactions. The transition to a single “language” of communication will simplify and speed up the transfer of securities and settlements for transactions, which will ultimately improve the quality of customer service.

Unified interaction rules for all participants will ensure:

  • seamless information exchange – without unnecessary technical modifications and delays;
  • simple and fast execution of corporate actions, as well as securities transactions;
  • minimization of risks of possible errors in data transmission and processing.

298 formats of electronic interaction were used by accounting infrastructure organizations.

Regulator’s Proposals are contained in the “Concept of Standardizing the Formats of Electronic Interaction of Accounting Infrastructure Organizations.” It takes into account the opinions of market participants, self-regulatory organizations, and software developers.

The document provides for the introduction of albums of unified electronic message formats (Unified Electronic Message Format albums). The Bank of Russia undertakes the development of such albums; it will prepare them based on the international standard ISO 20022 and maintain them up to date.

The use of albums will become mandatory for accounting infrastructure organizations in all key business processes:

  • securities trading;
  • information and reference services;
  • account and user management;
  • corporate actions.

More than 20% of accounting infrastructure organizations already use the ISO 20022 standard. About 40% are implementing it in processes or ready to transition to its use.

As they are implemented, depositories and registry holders will be able to exchange data and conduct settlements in near real time.

The transition to unified standards of informational interaction will take, according to preliminary estimates, at least 5 years. During this time, it will be necessary to amend legislation and prepare the necessary regulatory acts, develop and agree on electronic message formats with market participants.
