The Bank of Russia included digital currencies in the list of assets that professional participants must consider when calculating prudential standards reflecting their financial stability. Corresponding draft directive published for regulatory impact assessment. These rules will also apply to crypto exchangers.

Brokers, managers, and forex dealers, as well as crypto exchanges, when determining the amount of their own funds, may only take into account cryptocurrencies that are admitted for trading on exchanges. Such instruments must not exceed 25% of the value of the assets accepted for calculation. At the same time, the digital currencies of professional participants that they plan to include in this limit must be registered with crypto depositories.

The document defines the procedure and cases for accounting cryptocurrencies when assessing credit and market risk in the capital adequacy standard, as well as restrictions on their share in the capital of professional participants. This indicator will mean that they have sufficient funds to cover possible losses.

The proposed approach will allow for the inclusion of risks associated with digital currencies in regulations and ensure the financial stability of intermediaries in transactions involving such assets.
