Beijing, August 14 /Xinhua/ — On Thursday, China released the “Development Plan for the Safety Equipment Manufacturing and Emergency Response Industry,” developed for the implementation period of the 15th Five-Year Plan (2026-2030), which emphasizes the role of leading enterprises in strengthening the country’s emergency response capabilities.
The goal of this plan, jointly developed by the Ministry of Industry and Information Technology of the PRC and the Ministry of Emergency Management of the PRC, is to significantly increase the scale of the industry, enhance its technological potential, product quality, and level of application by 2030, while the production volume in key areas should reach 1.4 trillion yuan (about 206.22 billion USD).
The plan also contains a call to achieve breakthroughs in key technologies, develop additional application scenarios, and create leading enterprises competitive at the international level by 2030.
In recent years, the production of equipment for security and emergency response in China has shown rapid growth, with the production volume in key segments exceeding 1 trillion yuan in 2025.
New technologies and equipment are increasingly used in rescue operations and disaster relief efforts. During this year’s flood season, unmanned aerial vehicles and satellite communication systems were employed to identify risks at dams and maintain communication during emergencies, enhancing the accuracy and effectiveness of flood control and disaster response measures.
In January, the guidelines for encouraging innovation in emergency management equipment set goals aiming to achieve breakthroughs in more than 20 key technologies, develop over 20 types of innovative equipment, and promote broader adoption of more than 30 types of advanced equipment by the end of 2027.
