The work of Rosmolodezh on the implementation of the national project “Youth and Children” was discussed. Among other things, the head of the agency informed the Chairman of the Government about the establishment of youth centers in the regions, support for entrepreneurial projects, vocational guidance and employment of young people, development of educational and tourism programs, and volunteer training.

From the transcript:

M. Mishustin: Dear Grigory Alexandrovich, good afternoon!

You head the Federal Agency for Youth Affairs, which carries out important work with young people. As the head of state noted, it is they who will have to take responsibility for the country and continue the history of its achievements.

The government has developed and launched the national project “Youth and Children,” within which young people can engage in creativity, entrepreneurship, find their professional directions, and show interest in innovation and science. Millions of young people across the country are actively involved in volunteer activities today. To enable as many young people as possible to participate in socially significant work, infrastructure is being expanded to create equal opportunities for their development in every region.

Recently on At the tourism meeting in Gorno-Altaysk, you reported about the expansion of various projects and programs for recreation and the organization of educational trips for children and youth, fostering a culture of travel as part of the lifestyle of young people.

I would like you to tell me in more detail what the agency is doing for this. And overall about the results for the past half year.

G. Gurov: Indeed, youth and children are a national priority of our country. And we are working to ensure that every young person can realize their potential and be a patriot.

The national project “Youth and Children” covers about 52 million people. But the main indicator for us is the attitude of young people towards opportunities in our country. So, in 2025, the share of young people who believe in the possibilities of self-realization in Russia amounted to 83%, and 93% of young people are proud to be citizens of our country.

A separate direction of our work is the “Region for the Youth” program, which we are implementing on the President’s instructions. And here, special thanks should be given to the Government of Russia, because since 2022, 19.5 billion rubles have been financed for 79 regions of our country. Already, 263 facilities have been renovated, and this year we will renovate another 95 youth centers. By 2030, 500 youth centers across the country will be renovated. Thus, 50% of all municipalities will be covered. And this is important because these are the places where young people can come to learn about projects, programs, and realize themselves.

M. Mishustin: In our country, there are many young people who from an early age strive for independence and try to bring their ideas to life. However, to succeed, certain knowledge, skills, and competent support are required.

What opportunities are provided to young people, for example, to realize their entrepreneurial potential? After all, many dream of becoming entrepreneurs from their school days.

Head of the Federal Agency for Youth Affairs Grigory Gurov..

G.Gurov: There are about 10 million young entrepreneurs in Russia. And every second new individual entrepreneur is a young person under 35 years old. Here we work together with the Ministry of Economic Development and the Ministry of Labor. And a separate task before us is to create an environment for young entrepreneurs.

Who are young entrepreneurs? These are people who create, who develop the economy in their regions and municipalities. Currently, we are implementing the project “Created by the Young,” which unites more than a thousand young entrepreneurs. More than 600 million rubles was the total revenue of such small entrepreneurs last year.

We work with marketplaces and support them. We create opportunities with large shopping centers to rent spaces on favorable terms and at concessional rates to showcase the products that people create with their labor.

Also, as part of the national project “Youth and Children,” 15 all-Russian educational centers have been established. One of the directions is precisely the support and acceleration of entrepreneurial projects proposed by young people, as well as the opportunity to bring them to market.

M. Mishustin: Another important, key direction of Rosmolodezh’s work is career guidance for young people and their employment.

Your department implements a number of important programs designed based on various life situations. Please tell us more about them. Which professions are most frequently chosen by young people today, and how is the cooperation with companies and entrepreneurs going?

G. Gurov: First of all, we continue the traditions of Russian student brigades. Every year, about 400 thousand students and young people work in student brigades across the country in various fields, and 50 thousand of them are under 18 years old.

Over the past two years, we have paid special attention to youth employment. This is important to us—across various areas. Including for the prevention of negative phenomena among young people.

A separate area is related to excursion work – young people first need to see the place where they might go to work. On the other hand, these are full-fledged internships, and about 20% of young people find employment after their internships.

Many young people willingly choose skilled trades. For example, over the past five years, 170,000 young people have acquired an additional skilled trade profession.

A project has been launched in cooperation with the Ministry of Agriculture – “I’m in Agro.” It provides the opportunity to work at the newest enterprises in one’s region and choose a professional occupation. Together with the Ministry of Education, within the framework of the “Professionalism” program, we conduct internships and are directly involved in employment. The young people sign contracts and within two years after finishing their studies, they proceed to their workplace.

M. Mishustin: Rosmolodezh faces very important tasks. The main one is to help young people from different regions of our country to reveal their potential, choose a profession they love, and find value-based guidelines. I would ask you to personally oversee the progress of this work. It is very important both to motivate the youth and to provide them with opportunities to develop all their talents.
