The Mechanism for Comprehensive Territory Development (CTD) continues to gain momentum in the regions of Russia, enabling a comprehensive approach to city renewal and the creation of modern infrastructure. In the Ural Federal District, 289 sites with a total area of 3.8 thousand hectares have been designated for this work to date, with a total urban development potential of almost 24 million square meters of real estate, of which 21.1 million square meters are housing. This was reported by Deputy Prime Minister Marat Khusnullin.
“The government pays special attention to the balanced development of the regions and improving the quality of life of citizens. The KRT tool has become an important driver in tackling this task within the framework of the national project ‘Infrastructure for Life,’ allowing for the construction of housing and synchronizing these plans with the emergence of social facilities, roads, and engineering infrastructure. For example, in the Ural Federal District, there are currently 168 KRT projects actively being implemented, with an urban planning potential exceeding 16.3 million square meters, of which 14.7 million square meters are housing. To date, more than 445,000 square meters of real estate have been commissioned under such projects, including about 402,000 square meters of residential space,” noted Marat Khusnullin.
The leaders in implementing the comprehensive territorial development program in the Ural Federal District are the Tyumen and Sverdlovsk regions, as well as the Yamalo-Nenets Autonomous Okrug.
Special attention within the framework of CRT is given to the elimination of emergency and dilapidated housing stock.
“The Mechanism of Integrated Territorial Development is not just a construction project; it is a fundamentally different approach to solving the long-standing problem of dilapidated housing. KRT allows for synchronizing the demolition of uninhabitable housing stock with the complete renewal of communal infrastructure. Thus, within the boundaries of projects in the Ural Federal District, it is planned to relocate nearly 315 thousand square meters of emergency housing, as well as more than 218 thousand square meters of dilapidated houses and about 89 thousand square meters of individual residential development. Currently, under this mechanism, more than 132 thousand square meters of emergency housing have already been relocated, of which over 119 thousand square meters were recognized as unfit after January 1, 2017. Additionally, residents of dilapidated houses covering 34.2 thousand square meters and individual housing construction covering 18.6 thousand square meters have been resettled,” said Alexander Lomakin, First Deputy Minister of Construction and Housing and Communal Services of the Russian Federation.
The program for relocating people from emergency housing has been included in the national projects since 2019 – since then, 3.4 million square meters have been resettled in the Ural Federal District, and 213.7 thousand people have moved into new homes. From 2025, the program is being implemented as part of the national project “Infrastructure for Life.”
“The Territorial Development Fund, acting as the program operator, partially compensates developers for these costs when implementing CRT projects. Moreover, the mechanism allows for the resettlement not only of houses recognized as emergency but also of dilapidated housing. In five regions of the Urals, 81 contracts have been signed, under which about 28 thousand people should move into new apartments. Since 2021, 17.3 thousand citizens have already received the keys to new apartments. Thus, in the Sverdlovsk region, 9.5 thousand residents celebrated housewarmings, in the Yamalo-Nenets Autonomous Okrug – 4.9 thousand, in the Tyumen region 2 thousand, in the Khanty-Mansi Autonomous Okrug – Yugra – 0.8 thousand, and in the Chelyabinsk region – 0.06 thousand,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
By order of the President, CRT projects received federal support. The program includes 37 regions, including the Kurgan region. Federal funding will accelerate the construction of social, transport, and communal infrastructure within the framework of comprehensive territorial development.
Moreover, a significant amount of work is being carried out with the participation of the company “DOM.RF”, which is responsible for 16 projects in the Ural Federal District with a total area of almost 400 hectares.
Overall, in Russia, there are almost 1.5 thousand CRT projects in active development covering an area of 30.5 thousand hectares. Their urban development potential amounts to 224.8 million square meters of real estate, including 168.2 million square meters of housing.
