By the end of the first half of 2026, the volume of active construction permits for non-residential buildings in Russia increased by 9.3% compared to the same period last year and reached 177 million sq. m. Of the 15.1 million sq. m total growth, 14.7 million sq. m fell on industrial facilities – their area increased by 27%, from 53 million to 68 million sq. m. This was reported by Deputy Prime Minister Marat Khusnullin.
“Industrial construction is an important driver of economic development throughout Russia. 97% of the growth in non-residential construction is provided precisely by industrial facilities. Currently, about 11 thousand such facilities are being built in the country, and their share in the total volume of non-residential development has increased from 32.9% to 38.3% over the past year. It is important that the large-scale construction of plants and production sites provides a powerful multiplier effect: jobs are created, related industries develop, and a full-fledged living environment is formed in the regions. Business, industrial, commercial, social, and logistics facilities are the infrastructure that provides people with access to services and a comfortable life. Since 2023, we have seen steady growth in the commissioning of non-residential real estate. Last year, the indicator reached a historic high – over 41 million square meters. The total commissioning, including housing, amounted to 150 million square meters, which is the highest figure for our country. Significant groundwork from previous years contributed to achieving these results, so it is important not to lose momentum despite the challenging situation.”We are consistently carrying out this work within the framework of the national project “Infrastructure for Life,” said Marat Khusnullin.
Growth was also recorded in other categories. The area of commercial properties under current permits increased by 11%, to 36 million sq. m, healthcare facilities by more than 7%, to 5.6 million sq. m, and agricultural buildings by 5%, to 13.4 million sq. m. Educational and administrative buildings showed a slight increase.
“In terms of territorial breakdown, the North Caucasus and Ural Federal Districts showed positive dynamics in issuing permits for the construction of non-residential buildings in the first half of 2026, with growth rates of 25% and 11%, respectively,” noted Alexander Lomakin, First Deputy Minister of Construction and Housing and Communal Services.
In the first half of 2026, the volume of commissioned non-residential premises increased by 3.5% compared to the same period last year, reaching 14.7 million sq. m.
