The government will fine-tune the support mechanism for particularly significant projects aimed at refining and implementing domestic digital solutions in various production sectors. This is stated in the instructions given by Prime Minister Mikhail Mishustin following the results of 11th Conference “Digital Industry of Industrial Russia”.
We are talking about the possibility of grant co-financing for the implementation of such projects up to 80% of their cost at the expense of the federal budget. Currently, such support can amount to up to 50% of the project cost. Proposals on this issue will be submitted by the Ministry of Digital Development, the Ministry of Finance, and the Russian Information Technology Development Fund by December 20.
The Ministry of Digital Development and the Russian Information Technology Development Fund have also been instructed to prepare a consolidated report by September 1 on the current status of implementing particularly significant projects for introducing Russian digital solutions at industrial sites. This report will include plans to scale up the most effective practices with a view towards 2030 and 2036.
Further expansion of the use of Russian software products is impossible without the support of domestic IT companies, which should be provided not only by the federal center but also by the regions. In this regard, regional leaders are recommended to work out, by December 1, the expansion of the practice of applying regional tax benefits under the simplified taxation system for IT organizations. At the same time, reduced tax rates for them should not exceed 3% if only the company’s income is taxed, and not more than 8% if the simplified taxation system is applied according to the “income minus expenses” scheme.
In order to ensure priority demand for Russian large language models, the Ministry of Digital Development and the Ministry of Finance will work on the issue of amending federal legislation to establish the priority of domestic AI solutions in public procurement. A report on this must be submitted to the Government by December 15.
In parallel, work will continue on the implementation of Russian software (software) at facilities of critically important information infrastructure. The Ministry of Digital Development and the Ministry of Industry and Trade have been instructed to ensure the completion of the development and approval of regulatory legal acts establishing the procedure for transferring such facilities to domestic software. At the same time, flexible transition mechanisms should be provided, taking into account the implementation of particularly important projects and ensuring the continuity of production and technological processes, as well as monitoring the procurement of Russian software by companies that own critical infrastructure. The results must be reported to the Government by December 15.
To address the priority tasks of digital transformation across economic sectors until 2030 and 2036, the Ministry of Digital Development, the sectoral committees under relevant agencies, and the Russian Information Technology Development Fund, together with industrial competence centers, have been instructed to work on updating sectoral functional-technical and priority directions. It is also necessary to ensure the update of sectoral IT landscapes and their synchronization with the digital transformation strategies of the respective sectors. The deadline is December 15, then annually thereafter.
In addition, proposals will be developed regarding the list of necessary and promising services and solutions using artificial intelligence technologies for each of the key sectors of the economy. These will be prepared and submitted to the Ministry of Digital Development by sector committees in cooperation with industrial competency centers and the Artificial Intelligence Development Center. To strengthen the country’s digital economy, high-quality feedback is necessary, which is one of the most important elements of government administration. In this regard, the Ministry of Digital Development, the Ministry of Industry and Trade, and the Russian Information Technology Development Fund have been tasked with organizing the collection and analysis of feedback from industrial competence centers. This involves assessing the adequacy of the functionality of Russian product lifecycle management systems, including the functionality of the Russian geometric core (a mathematical platform for 3D design systems) and integration with third-party information systems, including foreign ones. The results of this work must be reported to the Government by October 1.
In addition, by December 15, the Ministry of Industry and Trade and the Ministry of Digital Development, Communications and Mass Media, together with industry committees, must ensure the collection of feedback on the status of work on the formation of industry data models and standards for their exchange in order to launch a unified platform providing developers access to all industrial data sets and the conditions for developers’ access to this data.
The Ministry of Industry and Trade has also been instructed to ensure the submission to the State Duma of a draft law aimed at implementing predictive automatic emissions control systems at industrial enterprises as part of programs for the creation and operation of an automatic control system.
