Beijing, August 8 /Xinhua/ — To stabilize the real estate market and better meet residents’ housing needs, the administration of the Chinese capital on Friday introduced a set of measures, which includes easing restrictions on home purchases for families without Beijing residency registration and increasing loan limits through the public housing fund.
The measures, which came into effect on Saturday, were jointly announced in a circular issued by the Beijing Committee on Housing, Urban and Rural Development, the Beijing Committee on Planning and Natural Resources, and the Beijing Center for Public Housing Fund Management.
According to the new regulations, the payment period for social insurance contributions or income tax for individuals without local registration in Beijing who wish to purchase housing within the Fifth Ring Road is reduced from two years to one year, aligning with the existing requirements for areas outside the Fifth Ring Road.
In addition, the Beijing administration has increased the credit limit from the public housing provident fund for married couples if both spouses contribute to this fund.
According to the circular, the maximum loan amount will double and will be 2.4 million yuan (about 350 thousand US dollars) for the purchase of the first home and 2 million yuan for the purchase of the second.
Homebuyers whose conditions meet the established criteria can receive an additional amount of up to 1 million yuan at most. These increased limits, amounting to 3.4 million yuan and 3 million yuan respectively, apply to families with local registration in the six central urban districts of Beijing who wish to purchase housing in suburban areas, have two or more children, and buy housing certified by environmental standards.
The new measures also allow families with urban registration, who contribute to the public housing construction fund, to apply for another loan from this fund when purchasing new property, provided that they either do not own any property or own only one property and have fully repaid previous loans from the fund. -0-
