Deputy Prime Minister Marat Khusnullin held a meeting of the federal competition commission for organizing and conducting the eleventh All-Russian competition of the best projects for creating a comfortable urban environment, the fifth anniversary competition for municipalities in the territories of the subjects of the Far Eastern Federal District, as well as the first-ever competition for reunited and border regions.
“The All-Russian competition has been held since 2018 and during this time has become one of the most important instruments for the development of small towns and historical settlements. At today’s meeting, we summarized the results of the latest selection. I would like to note that the interest of regions and municipalities continues to grow. Thus, for the eleventh All-Russian competition, 435 applications were submitted from 64 regions; for the competition for the Far Eastern Federal District – 110 applications from 11 subjects; for the new competition – 37 applications from the Donetsk and Luhansk People’s Republics, Zaporizhzhia and Kherson oblasts, as well as Belgorod, Bryansk, and Kursk oblasts. The reunited and border regions are currently in a special situation; they face not just tasks of improving the urban environment but large-scale challenges for the restoration and launch of infrastructure. The new competition is a necessary support measure that lays a solid foundation for the long-term and sustainable development of these regions,” noted Marat Khusnullin.
The Deputy Prime Minister added that the scope of the competition is consistently expanding. Since last year, cities with populations up to 300 thousand people, as well as villages and settlements included in the unified list of key populated areas, have been allowed to participate. Today, 2,412 populated areas can participate in the competition — this includes 135 cities and 1,277 rural settlements, of which 192 have the status of historical settlements of federal and regional significance. The total coverage of the competition amounts to 54 million people.
During the meeting, the commission members reviewed the evaluation results of the applications, heard the positions of the working group and expert community, and approved the proposals for the distribution of the bonus fund and the list of winning projects for each of the three areas.
The procedure for evaluating competitive bids includes three stages: a preliminary qualification assessment by industry experts, a final qualification assessment by an interdepartmental working group, and the determination of the winners by a federal commission chaired by Deputy Prime Minister Marat Khusnullin. The commission also includes representatives from the Ministry of Construction, the Ministry of Finance, the Ministry of Culture, the Federation Council, and the State Duma.
“The All-Russian competition for the best projects creating a comfortable urban environment is one of the key tools of the federal project ‘Formation of a Comfortable Urban Environment.’ Thanks to it, not only the external appearance changes, but also comprehensive transformations are launched. Selected projects help solve problems not only at the municipal level but also at the national level. All this works toward achieving the national goal ‘Comfortable and Safe Living Environment.’ The tasks remain the same: by 2030 improve the quality of the urban environment by 30%, and by 2036 by a full 60%. Each year, the federal competition commission carries out immense work to identify the best, most detailed, creative, and unique projects that can radically transform our cities and settlements,” said the Minister of Construction and Housing and Communal Services, Irek Fayzullin.
The official awarding of the winners will take place at the All-Russian Forum “Development of Small Towns and Historic Settlements” in Moscow.
The All-Russian competition for the best projects is held by the Ministry of Construction within the framework of the federal project “Formation of a Comfortable Urban Environment,” which is based on the party project “United Russia” called “Urban Environment.” The competition was initiated by the President of the country in 2018 at the Forum of Small Towns and Historical Settlements in Kolomna.
