The agenda of the meeting of the Council of the Far Eastern Federal District included issues of preparing the regions of the FEFD for the flood-dangerous period and the fire-dangerous season of 2026, the development of the socio-economic development Strategy of the FEFD until 2030 with a forecast until 2036, and preparation for the XI Eastern Economic Forum.

In Yakutia, 59 ice jam-prone sections are under control.””It is necessary to organize continuous monitoring of the hydrological situation, an objective forecast of the flood situation and timely implementation of flood prevention measures,” opened the discussion the Deputy Chairman of the Government – Plenipotentiary Representative of the President in the Far Eastern Federal District, Yuri Trutnev.

In the DFO, preventive measures are being carried out as part of preparations for the accident-free passage of the spring flood and summer floods, including bottom dredging and bank reinforcement work, clearing and straightening of riverbeds.

A total of 12 projects are being implemented in the territory of the Far Eastern Federal District for the construction and reconstruction of engineering protection facilities for populated areas in Yakutia, Zabaykalsky Krai, Primorye, Khabarovsk Krai, and Amur Oblast, as well as 12 projects to increase the flow capacity of riverbeds in eight regions. It is also planned to carry out dredging and clearing of riverbeds over a distance of more than 80 km.

An assessment of the readiness of the main large reservoirs for receiving floodwaters and ensuring the safe passage of the spring runoff has been carried out by Roshydromet and water resources.

During the flood-prone period in the Far East, it is planned to involve 545 hydrological posts in continuous operational monitoring. During the flood period, it is planned to additionally open 82 temporary posts.

The fire hazard season has opened in six Far Eastern regions: the Republic of Buryatia, Zabaykalsky, Primorsky and Khabarovsk Krais, Amur Oblast, and the Jewish Autonomous Oblast. In 63 municipal districts, a special fire prevention regime has been established. An emergency regime of regional character has been introduced in forests in the Jewish Autonomous Oblast.

Since the beginning of the year, 170 natural fires have been recorded, with 135,424 hectares affected by fire (in the same period of 2025 – 222 fires over 431,058 hectares). The cause of 69% of natural fires is the violation by the population of fire safety rules in the forest. According to Rosleskhoz data, 90.2% of fires in the forest fund territory of the district are extinguished within the first 24 hours. For extinguishing fires in the Far East, 307 people and 55 units of equipment have been deployed. The regions are working on preparations for the fire season. The staff number of the parachute-firefighting service has been increased to 2,547 employees.

Within the framework of the implementation of the order by the head of state on the allocation of additional funds for targeted financing to extinguish forest fires in Yakutia and Transbaikalia from 2024, plans are being implemented for activities to create new and strengthen existing aviation units.

Within the framework of additional financing in Yakutia in 2025, two new aviation units were created (60 people, Lensky and Olekminsky districts), and 13 existing aviation units were also supplemented by 121 people. The construction of aviation unit buildings has been completed.

In Transbaikalia, due to additional funds received, in 2025 three modular buildings of the aviation fire service were constructed, specialist training is being conducted, the divisions of the forest protection service are being re-equipped with property and equipment, and aviation patrol and forest fire extinguishing have been expanded.

By 2028, it is planned to strengthen aviation departments in Buryatia, Primorye, Magadan and Amur regions in the Far Eastern Federal District, and to form new aviation departments in Kamchatka, Chukotka, Khabarovsk Krai, and Amur region.

Opening the discussion on the development of the new socio-economic development Strategy for the Far Eastern Federal District, Yuri Trutnev recalled that in accordance with the instructions of the President of Russia, the document must be approved by August 1.

“Thanks to the implementation of the previous strategy, we managed to achieve good results. Over 10 years, investments in fixed capital in the Far Eastern Federal District increased by 286%, significantly outperforming the national average. Industrial production grew by 168%, also more than the average across Russia. Manufacturing output increased by 223%. The volume of construction work in the Far East rose by 244%. I consider it important that some regions have more than doubled. The migration outflow has decreased.”At the same time, we necessarily need to adopt a new strategy, and it should not just be the next step, it should become the very tool that allows not only to continue but also to improve work efficiency, to stimulate changes taking place in the region, primarily improving people’s lives. The strategy should be aligned with national goals and national projects, with sectoral and strategic documents, relying on a formed socio-economic development model of the district,” said Yuri Trutnev.

“Following the strategic session, the Chairman of the Government of Russia, Mikhail Vladimirovich Mishustin, in January 2026 gave a number of instructions on eight thematic blocks. The key instruction, addressed to the Ministry for the Development of the Russian Far East and Arctic, is to develop and present the draft strategy by July 15, 2026. The work is proceeding strictly according to schedule,” said the Minister for the Development of the Far East and the Arctic, Alexey Chekunkov.

The goal of the strategy up to 2036 is the formation of a highly technological diversified economy and the development of modern infrastructure that creates conditions for sustainable population growth and ensures the key role of the Far Eastern Federal District (FEFD) in cooperation with Asia-Pacific countries. The strategy is structured around five tasks: overcoming infrastructural limitations, launching a new investment-technological cycle, developing science and technology, creating better living conditions for residents, and climate adaptation.

Economic growth, provided for in the strategy, should directly translate into the quality of life of people. According to the master plans, 1057 projects in 22 agglomerations are being implemented, 200 of which have already been completed, 315 are under construction. Additionally, 189 key settlements have been approved. By 2036, the following is envisaged: growth in employment by 140 thousand jobs, an increase in the real incomes of the population by 1.4 times, doubling of tourist flow – to more than 2.5 million foreign guests per year.

Following the discussion results, Yuri Trutnev instructed the heads of the regions of the Far Eastern Federal District to complete the coordination of the regional sections of the strategy, and the Ministry for the Development of the Russian Far East to organize a series of public discussions of the strategy project with the participation of regional authorities.

“Many tasks need to be solved so that people in the Far East live better, and the Far East develops,” emphasized Yuri Trutnev.

Also on the agenda was the discussion of preparations for the VEF-2026. According to Yuri Trutnev, the forum should make a maximum contribution to the development of the Far East. At the meeting, the preparation of infrastructure for the Far Eastern Federal University campus was discussed. As part of preparing the city of Vladivostok for hosting the 11th Eastern Economic Forum in Vladivostok, a set of measures is planned for implementation in the following areas: improvement, road and engineering infrastructure, sanitation and safety, facade repairs of buildings, organization of catering and cultural events.Work is being carried out to organize events in the city’s open spaces, including concerts and evening programs.
