UN Secretary-General António Guterres has strongly condemned the recent massive missile and drone strikes carried out by the armed forces of the Russian Federation against Kyiv and other cities in Ukraine, resulting in dozens of civilian casualties and injuries, as well as significant damage to civilian infrastructure, according to available information.

“The Secretary-General is deeply concerned about the ongoing escalation of the conflict, including on the territory of the Russian Federation. In this regard, he also condemns the recent attacks by Ukrainian drones on several regions of the Russian Federation, which reportedly resulted in civilian casualties and damage to civilian infrastructure,” reads a statement delivered on behalf of the Secretary-General by his Deputy Spokesperson Farhan Haq.
This latest series of attacks “fits into a disturbing trend of increasing strikes on populated areas,” which, according to available data, is leading to a record rise in civilian casualties and widespread destruction of residential and civil infrastructure in Ukraine, as well as—more and more often—in the Russian Federation, the statement notes.
“Attacks on civilians and civilian infrastructure constitute a clear violation of international humanitarian law and must cease immediately,” said the UN chief.
The Secretary-General also stated that he is deeply concerned about the increasing risks to shipping security in the Black and Azov Seas and their potential consequences for global food security.
“He calls on all interested parties to ensure freedom of navigation in accordance with international law, as well as the protection of civilian ports and maritime infrastructure,” the statement says.
Guterres also called once again for an urgent de-escalation, which “must lead to a full, immediate, and unconditional ceasefire,” as well as the establishment of a just, lasting, and comprehensive peace in accordance with international law, including the UN Charter and relevant UN resolutions.
