Improving the quality of life of citizens is a key task of the country’s construction sector, which is celebrating its 70th anniversary this year. From January to June, the number of Russian families who improved their housing conditions increased by 3.7% compared to the same period last year. This was reported by Deputy Prime Minister Marat Khusnullin.
“We continue our systematic work to improve housing conditions so that Russian families can move into comfortable apartments and raise children in a pleasant environment. The national project ‘Infrastructure for Life’ includes comprehensive solutions—from building new neighborhoods and developing infrastructure to upgrading engineering networks and resettling from emergency housing stock. Despite the challenging situation, the construction industry maintains good momentum. Thus, in the first half of 2026, about 1.8 million families improved their housing conditions—3.7% more than in the same period last year. In the year marking the 70th anniversary of Builder’s Day, these figures are especially indicative: they clearly demonstrate how the work of millions of industry professionals creates opportunities for real improvements in people’s quality of life. But good progress is no reason to relax: the second half of the year and the fulfillment of annual plans lie ahead. We will strive to maintain the pace and do everything possible so that as many families as possible feel positive changes,” said Marat Khusnullin.
According to the Deputy Prime Minister, the total volume of housing commissioned in the first half of 2026 amounted to about 42.8 million square meters. Moreover, the commissioning of apartment buildings increased by 8%, reaching 16.1 million square meters. This work makes a practical contribution to achieving the national project goal – increasing the average housing provision to 33 square meters per person by 2030.
At the same time, the key instrument for improving housing conditions remains the family mortgage at 6% interest.
“Improving demographics is one of the priority strategic tasks outlined by the President of the Russian Federation. Currently, family mortgages are the most widespread preferential mortgage program with state support. In the first half of the year, 204.6 thousand loans totaling 1.2 trillion rubles have been issued under it. The segment of individual housing, which is in demand and conducive to comfortable living for several generations and with several children under one roof, has growth potential. We are currently working on developing the individual housing construction market, which will positively affect housing affordability,” emphasized Deputy Minister of Construction and Housing and Utilities Nikita Stasishin.
