M. Mishustin: Dear Vladislav Tovarichtaevich!
I am glad to see you in your beautiful, wonderful republic.
We always set several tasks for developing the economic potential of the constituent entity of the Russian Federation. These primarily include the growth of GRP, the creation of jobs, the increase of real monetary incomes of the population, and the implementation of all relevant programs.
You have a special socio-economic development program operating under the President’s directive. It is active in 10 regions. This program includes important measures related to the region’s economy.
I would like you to tell me how the situation is generally with the economic achievements in the republic.
V. Khovalyg: Dear Mikhail Vladimirovich!
The economy of Tuva has been demonstrating steady growth over the past five years, supported by the President of the country, your assistance, and the entire Government of Russia.
The GRP volume has doubled. We estimate that in 2025 compared to 2020, it increased from 84 billion to 168 billion rubles. We forecast that by 2030 it will amount to about 280 billion rubles. In the long term, by 2040, the implementation of major investment projects will allow reaching a GRP volume of 554 billion rubles – a growth of 3.3 times compared to the 2025 level.
Investments in fixed capital amounted to more than 167 billion rubles. We expect to increase the volume of investments by 1.7 times by 2030, and up to 800 billion rubles by 2040.
We set for ourselves the priority task of ensuring the growth of our own budget revenues. In 2025, they increased by 24% compared to 2024, and since 2020—by 2.5 times. In the long term, further growth in tax and non-tax revenues is forecasted, reaching 35.3 billion rubles by 2030, which is 1.4 times higher than this year’s level.
By 2040, according to preliminary estimates, two major investment projects including RIP are expected to generate tax revenues to the regional budget starting from 2026 amounting to 168 billion rubles. This includes 129 billion from profit tax, 16 billion from mineral extraction tax, and personal income tax.
Thanks to the implementation of national projects and federal programs, the republic has seen a steady decline in the poverty rate. While it was 31.7% in 2020, by the end of 2025 we managed to reduce it to 18.6%.
The number of unemployed has decreased almost fourfold – from 24 thousand to 6 thousand people. Since 2020, more than 11 thousand informally employed individuals have been legalized. The average monthly salary for 2025 has increased by 71% compared to 2020. By 2030, we plan to almost double it. It will amount to approximately 142 thousand rubles. The average per capita income of the population has increased 2.1 times. By 2030, it will rise to 65 thousand rubles. The growth in population incomes was also facilitated by the implementation of federal support measures in the form of social contracts. Since the beginning of this program’s implementation in 2020, 22 thousand social contracts have been concluded with low-income citizens.
The number of entrepreneurs has increased by 51% in recent years. In 2020, there were 6,850 people; by the end of 2025, there will be 10,321 people. The number of people employed in SMEs has grown 2.3 times. Retail turnover has tripled: it was 25 billion in 2020 and is now 77.3 billion rubles.
M. Mishustin: The Republic of Tuva has significant industrial potential; it is one of the growing industrial centers of Siberia. Therefore, it is very important that the implementation of the special program yields concrete results, primarily to improve the quality of life of the people living here, and, of course, to give a new impetus to the development of industry and industrial parks.
V. Khovalyg: Dear Mikhail Vladimirovich!
The country’s leadership has always supported the development of Tuva by issuing Presidential decrees and Government resolutions.
Currently, as you noted, an important tool for the republic’s economic growth is the individual socio-economic development program approved by you. We keep its implementation under special control. Thanks to its execution, we have attracted extrabudgetary funds amounting to 3.6 billion rubles and created 915 permanent jobs.
One of the main results of the program is that projects for the production of building materials, bricks, and reinforced concrete products have become a key factor in initiating mass housing construction in the republic. Within the framework of the IPSER, development projects for the planning of territories for eight residential microdistricts in the city of Kyzyl, as well as the Kyzylsky and Tere-Kholsky districts, have been created.
I would like to note that following the results of last year, we entered the top 10 regions in Russia and reached a historic high for our republic in housing commissioning – 460 thousand square meters, and the city of Kyzyl took first place in the country in terms of housing commissioning per capita.
Alongside industrial development, agriculture, primarily animal husbandry, is of great importance for Tuva. This sector has a centuries-old history and is strategic. Essentially, it defines the way of life of the republic’s population. Today, it is important to provide it with a modern technical foundation.
A major support was the establishment within the IPSER of a production facility for primary wool processing. 33 new productions were created. A vegetable storage facility with a capacity of 1,000 tons was commissioned. Slaughter workshops were opened, two milling enterprises and a meat processing plant for the production of semi-finished products and meat products were established. Fattening sites were created based on existing farms.
The volume of gross agricultural output increased by 35% compared to the 2020 level, reaching 11 billion rubles in 2025. Over six years, the volume of state support for the industry exceeded 3 billion rubles. More than 700 units of modern agricultural machinery were purchased. The equipment fleet renewal rate increased by one and a half times.
Also, thanks to the implementation of IPER, we have significantly increased tourist flow by 1.4 times. Forty-five projects in the tourism sector have been supported. The Cheder resort — a recreation and treatment facility of interregional significance — has been revived. Over five years, more than 4 billion rubles have been attracted to the development of Tuva’s tourist infrastructure. The republic has seen the emergence of 46 new accommodation facilities.
By the results of the implementation of the IPSER by 2030, we plan to create 1,814 more jobs. Attract 14.8 billion rubles of investment. Achieve GDP growth by 1.7 times. Reduce poverty to 15%.
Last year, we began implementing key projects. The construction of a modern pig complex has started. The expansion of reinforced concrete product manufacturing was supported. The investor Cosmos Hotel Group’s hotel project was launched.
All these results were only possible thanks to the help of the federal center and your consistent position.
Mikhail Vladimirovich, I want to assure you that Tuva will continue to work in unison with the entire country, making every effort to achieve the national development goals set by President Vladimir Vladimirovich Putin.
