It will become easier to pay for kindergartens, clubs, and sections, taxes and fines, as well as to make other payments in favor of the state (C2G payments) through the Fast Payment System (FPS). Banks will be required to provide their clients with this option on portals of state and municipal services, on the websites of relevant agencies, as well as at places where citizens are served by budgetary organizations. Corresponding instruction The Bank of Russia is registered by the Ministry of Justice of Russia.
The largest credit institutions will have this obligation starting April 1, 2027, and banks with a universal license – starting October 1, 2027. However, some banks already provide this service on their own initiative.
It is important that C2G payments in the SBP for citizens are free. Banks also do not pay any fees to the regulator in this case.
In addition, the SBP has introduced a service that allows depositing cash through an ATM of one bank and crediting it to an account in another bank (cash-in). Banks will decide independently whether to implement this service.
