Mikhail Mishustin held a meeting on aviation engineering issues
M. Mishustin: Dear colleagues, good afternoon!
Last week, on July 24, the President visited the Irkutsk Aviation Plant – a branch of PJSC “Yakovlev,” which is part of the United Aircraft Corporation. He inspected the workshops producing the domestic MS-21 aircraft and prototype samples of the modernized Yak-130M aircraft.
The Governor of the Irkutsk Region Igor Ivanovich Kobzev, the General Director of the plant Andrey Sergeyevich Soynov, who is present here, and the head of Rostec Sergey Viktorovich Chemezov gave a detailed report to the head of state on the assembly of Russian airliners and on what is needed to ensure the stable workload of the MS-21 production line.
Following this detailed discussion, the President gave a number of instructions, including to the Government, to ensure that these tasks are implemented.
Today, funding has been secured for the production of 18 aircraft. And of course, it is important to prevent the conveyor belt from stopping. And also about a number of other decisions we have reached. First. This year, the Government will allocate more than 250 billion rubles for the implementation of the comprehensive aviation industry development program. These funds will primarily be used to increase advance payments to ensure the delivery of more than 70 aircraft. As well as to complete the preparation of production capacities of the leading manufacturers and cooperation enterprises. And to finance the delivery of more than 70 Mi-8MTV-1 helicopters for the needs of regional airlines. An investment project is also being prepared to finance the delivery of Il-114-300 aircraft to ensure air transportation in the Far Eastern Federal District and Baikal aircraft, or LMS-901.
Second. The government will additionally allocate 2.6 billion rubles this year for the completion of the first three serial Il-114-300 aircraft.
These decisions will ensure both the dynamic loading of industrial enterprises and the gradual renewal of the fleet of aviation equipment of Russian airlines with domestically produced aircraft.

And one more thing. Starting this year, new mechanisms of state support are planned to be launched to create effective commercial conditions for purchasing batches of aircraft that will be delivered to the fleet from 2028. This concerns subsidizing the interest rate on commercial loans attracted specifically by aviation and leasing companies, as well as supporting efficient operation and the development of a modern after-sales service system.
