In Yakutsk, Yuri Trutnev, Deputy Prime Minister and Plenipotentiary Representative of the President in the Far Eastern Federal District, held a meeting of the presidium of the Government Commission on socio-economic development issues of the Far East, and also visited the construction site of the Lena Bridge.
At the meeting, the proposals of nine Far Eastern regions to amend plans for 2026-2029 regarding the development of social infrastructure were supported.
“During the entire period of our work under the presidential unified subsidy program for the Far East, more than 2,000 social facilities – schools, hospitals, kindergartens, cultural and sports institutions – have been built and renovated, and about 2,000 yards have been repaired. We continue to carry out tasks assigned by the President of the Russian Federation Vladimir Vladimirovich Putin, including the implementation of master plans,” said Yuri Trutnev.
It has been decided to allocate 80 million rubles to Buryatia in 2027 for the repair of engineering systems of the Gostinodvorsky Rows.
Yakutia will receive 350 million rubles in 2027 and 134 million rubles in 2028 for healthcare facilities in Neryungri: major repairs and the purchase of medical equipment for the infectious disease department of the central district hospital, the psychoneurological dispensary, the tuberculosis dispensary, and the food unit of the central district hospital. Funds will also be allocated for the supply and installation of a modular pathological-anatomical department.
In 2027, the Trans-Baikal Territory will receive 159 million rubles for the development of design and estimate documentation and comprehensive improvement of the streets of the historic center of Chita.
An allocation of 301 million rubles was approved for Kamchatka Krai in 2028 for the construction of a kindergarten.
Primorsky Krai will receive 206 million rubles in 2027 for the improvement of Kozina Bay in Nakhodka and the reconstruction of the “Yuzhny” stadium in Bolshoy Kamen.
Khabarovsk Krai will be allocated 993 million rubles for the year 2027 to improve the boulevards in Khabarovsk and to repair the facades of cultural heritage sites in Komsomolsk-on-Amur.
The Magadan region will be allocated 947 million rubles for 2027 to reinforce the shore of the Sea of Okhotsk from Mayak Park to the infectious diseases hospital.
For the Jewish Autonomous Region, 286 million rubles will be allocated for 2027 and 159 million rubles for 2028 for the modernization of the regional hospital (department in the village of Kuldur) and the children’s camp; the demilitarization and transportation of military equipment samples to form an exhibition in the “Patriot” park; the purchase of a modular adaptive sports hall for participants of the special military operation; the repair of the infectious diseases hospital and the development of design and estimate documentation for the major overhaul of the medical college.
The Chukotka Autonomous Okrug will be allocated 101 million for the year 2027 for the construction of a production building on the territory of the ‘Anadyr’ industrial park.
For a number of regions, the adjustment of measures for the modernization of social infrastructure and the allocation of additional funding from previously saved federal budget funds have been supported.
Yury Trutnev drew the attention of regional heads to the need for additional control over the use of federal budget funds within the framework of the plans for social development of economic growth centers and compliance with approved deadlines.
Five Far Eastern regions will receive additional funds for the creation of TOR infrastructure.
“We continue work related to supporting investment projects. This is one of the strategic directions. We started our work with this. Today, about 11 billion rubles are allocated for the purposes of building infrastructure for investment projects. This is also very important because without the economy, the social environment does not develop separately,” emphasized Yuri Trutnev.
EAO will receive 339 million annually in 2028-2029 for the construction of a production building for the Shalom industrial park.
The Amur region will be allocated 736.3 million rubles in 2027, 398.1 million in 2028, and 5.6 million in 2029 for the development of the “Rovnoe” site, including the creation of engineering and transport infrastructure, construction of the administrative building, and water supply.
The provision of 1 billion rubles in 2027 to Khabarovsk Krai has been approved for the construction of production and administrative buildings at the “Rakitnoye” and “Parus” sites, as well as for ensuring the transport infrastructure of “Rakitnoye”.
Primorye will receive 2.9 billion rubles in 2027, 3.2 billion in 2028, and 1.2 billion in 2029 for technological connection and the creation of off-site water supply and sewage networks for the facilities of the Primorsky Metallurgical Plant, as well as for water supply and sewage for the facilities at the “Zapadnaya” site.
Kamchatka Krai will be provided with 1.4 billion rubles in 2027 and 358.1 million rubles in 2028 for the creation of on-site networks of the Paratunka TPP (second stage) and technological connections of energy-consuming devices to electrical networks, water supply systems, sewage systems, and gas distribution systems of TOR residents.
Two new projects implemented within the framework of the Far Eastern concession have been supported. The first is a project for the gasification of settlements in the Verkhnevilyuysky District of Yakutia (the villages of Dyullyukyu, Khoro, and Khomustakh). The second is a project for the construction of a transport and logistics complex in the Transbaikal Territory.
Support for manufacturers of products and equipment resident in the TOR “Patriotic” for the needs of the special military operation was considered separately.

Investment projects planned for implementation using project finance bonds of PJSC DOM.RF were discussed. The presidium reviewed projects for the construction of a gas boiler house for the second stage of the Zhatai shipyard and the creation of an international multifunctional public center in Blagoveshchensk. “The Zhatai shipyard is an area of presidential attention. The enterprise is to become a support base for the modernization of the river fleet and ensuring sustainable northern deliveries to the Arctic regions. The boiler house will provide heating for new capacities, in particular the future ship repair complex. And the new public center in Blagoveshchensk will be a venue for international-level events, contributing to the strengthening of Russian-Chinese relations,” noted Yuri Trutnev.
Two investment projects have been recognized as priorities for funding by the state development corporation VEB.RF: the project for the construction of the first phase of the Cosmos Hotel Kamchatka five-star hotel complex in Kamchatka and the creation of the Golden Ear Group, a breeding and seed production company producing soybean and corn seeds in the Khabarovsk Krai.
On the same day, Yuri Trutnev, together with the head of the Republic of Sakha (Yakutia), Aisen Nikolaev, visited the construction site of the Lena Bridge and reviewed the progress of one of the country’s largest infrastructure projects, the construction of which has entered a crucial phase. One of the most important stages of this year was the launching of two cofferdams into the riverbed. The large-scale assembly of the third cofferdam, intended for the construction of the second riverbed pylon, is underway.
Four technological sites with shift camps and production workshops have been equipped on both banks of the Lena. The first support of the left-bank overpass has been built, and 244 piles out of the 920 provided for by the project have been installed. Archaeological work and site preparation have been completed, and the course of the Tamma River has been restructured. Three concrete plants designed for winter operation have been assembled and put into operation at the site. Construction is carried out around the clock and throughout the year. About 350 specialists and around 100 units of equipment are involved.
By the end of 2026, it is planned to construct one support on the right bank and two supports on the left bank, continue installing bored piles on 13 supports of the right-bank overpass and in the riverbed using drilling rigs inside a cofferdam with concrete supplied from floating barges.
