As part of a working trip to the Arkhangelsk region, Deputy Prime Minister and Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev inspected the capacities of the USC “Sevmash” enterprise in Severodvinsk and took part in the ceremonial launch of the nuclear submarine cruiser “Ulyanovsk” from the slipway, and also visited the Arkhangelsk Pulp and Paper Mill in Novodvinsk.
The plant is one of the country’s leading and largest shipbuilding facilities. JSC “PO SevMash” is engaged in shipbuilding, production of marine equipment for oil and gas extraction, manufactures technical products for the engineering, metallurgical, oil and gas, and other industry sectors, and carries out warranty repairs and modernization of ships.
More than half of the entire nuclear fleet of the Soviet Union and Russia has been built at the plant – 142 nuclear-powered vessels. It is the only domestic shipyard in Russia that carries out the full cycle of construction and testing of submarines with nuclear power plants.
The enterprise’s capacities and the workforce’s experience make it possible to implement high-tech and knowledge-intensive projects: from the production of transport-packaging containers for spent nuclear fuel to the creation of modern nuclear submarines and marine engineering structures.
Fulfillment of the state defense order is the main area of activity of the Severodvinsk shipyard. Currently, ships are being constructed under the “Borei-A” and “Yasen-M” projects. Service maintenance of 4th generation nuclear submarines is provided. In addition to building nuclear submarines, JSC PO “Sevmash” carries out repairs on a project 11442M ship. Sevmash signed a contract with the Ministry of Defense for these works in 2013.
Sevmash has also mastered the production of high-tech civilian products, primarily marine platforms for the development of oil and gas fields in the Arctic. The unique in its class sea ice-resistant fixed platform “Prirazlomnaya” was handed over to the customer – PJSC Gazprom – in May 2013.
The Deputy Prime Minister visited boathouse No. 2, the largest covered single-span boathouse in the world for building nuclear submarines. Its length is 430 meters and its height is 73 meters. The workshop was established in 1974; it was here that the aggregate-modular method of nuclear submarine construction was implemented for the first time in the world. Twenty-three nuclear submarines of the third and fourth generations have been built here. Currently, modern ships are under construction. This is the largest workshop by number of employees: about 4,000 people work here.
On the same day, Yuri Trutnev took part in the solemn ceremony of launching the nuclear submarine cruiser “Ulyanovsk” of the “Yasen-M” project from the slipway and its launching into the water.
“The Northern Sea Route, the mineral deposits located in the Arctic zone, are attracting increasing interest from foreign states, including unfriendly ones. And, of course, the addition of another nuclear cruiser is another step towards security, a step towards strengthening the Russian Navy, and strengthening our entire country,” said Yuri Trutnev.
Also participating in the event were the governor of the Arkhangelsk region, Alexander Tsybulsky, and the governor of the Ulyanovsk region, Alexey Russkikh.
“For the enterprise, the launching of the sixth ship of the Yasen-M project is an important production milestone; for the Navy, it is the next stage in the renewal of submarine forces; and for the Arkhangelsk region, it is the result of the work of an industry that has largely defined the history and modern development of our region,” said Alexander Tsybulsky. “Today, the stable operation of shipbuilding enterprises supports tens of thousands of families, the development of industrial cooperations, the engineering school, and the personnel training system. And most importantly, the ships built here fulfill the country’s defense and security tasks, which is especially important today. Therefore, special requirements are always imposed on the work of Sevmash. It is not enough here just to meet the production plan – it is necessary to ensure the ship’s reliability, the accuracy of every technical solution, and that the result corresponds to the assigned tasks. The enterprise meets this standard with dignity.”
The APC “Ulyanovsk” was laid down in July 2017. The submarine cruiser will be equipped with the most modern types of weapons and will join the combat composition of the Russian Navy. The Ulyanovsk region will take patronage over it. The crew for the new cruiser has already been fully formed and is currently undergoing the necessary training.
Separately, Yuri Trutnev was informed about the enterprise’s attention to the social sphere and the quality of life of its employees. Shipbuilders can rest and improve their health at the enterprise’s wellness and treatment facilities: “Severny” (Yevpatoria), “Orbita-1” (Adler), as well as at the sanatorium-prophylactorium (Severodvinsk). “Sevmash” has an excellent sports complex (FOK “Sevmash”) with modern sports courts and a swimming pool. The House of Engineering and Technical Workers and the Shipbuilder’s House of JSC “PO Sevmash” are centers of creative life not only for the enterprise but also for the city.
In addition, in Novodvinsk, the Deputy Prime Minister visited the Arkhangelsk Pulp and Paper Mill (ACBK) – a city-forming enterprise.
The forest industry holding produces pulp, cardboard, and paper. It is the northernmost pulp and paper mill located in the Arctic zone of Russia. The Deputy Prime Minister was briefed on the re-equipment of the mill and the digital restructuring of the enterprise.
In recent years, several modernization projects have been implemented at the plant. The logistics infrastructure has been reconstructed, including two container yards, railway tracks, a overpass, and a parking lot for heavy trucks.
As part of the modernization of the power system at the TPP, domestic equipment has been installed – steam turbines with a capacity of 60 MW and 30 MW. The plant is gradually switching to more environmentally friendly fuel – gas, which is used instead of coal and fuel oil for the heat and power supply of the enterprise’s facilities. A new boiler of Russian production has already been installed and is undergoing commissioning. A domestic loading conveyor for the debarking drum, with a capacity of 370 cubic meters per hour for coniferous wood and 280 cubic meters per hour for deciduous wood, has recently been put into operation at the production site.
“This is not the end of the enterprise’s modernization. Currently, ACBC together with the Novodvinsk company ‘Torin’ is preparing to launch a bundling machine for pulp bales. Its productivity will be 1,000 tons per day, replacing foreign equipment whose capacity did not exceed 600 tons per day. Torin is ready to implement similar projects at other enterprises in Russia’s pulp and paper industry,” noted Alexander Tsybulsky.
ACBK is moving from automating individual processes to creating a unified digital environment using artificial intelligence (AI) technologies. For example, in the work of energy specialists, AI has enabled achieving 98% accuracy in meter reading recognition. Artificial intelligence is used for mailings, preparing reference materials, matching data with industry classifiers, and so on, which allows synchronization of procurement activities, material accounting, planning, and financial control.
During the visit, the activities of the Arkhangelsk Pulp and Paper Mill in reforestation were noted, which are carried out according to the principle “as much forest is cut down, as much is restored.” Last year, the plant opened the first forest breeding and seed center in the Arctic zone covering 9 hectares, capable of growing up to 9 million pine and spruce seedlings with a closed root system per year. By the end of 2025, the center had grown 5 million seedlings, which amounted to a quarter of the total volume of planting material produced in the Arkhangelsk region.
Yuri Trutnev, together with the region’s governor Alexander Tsybulsky, also inspected the berth of the ACBC, where vessels and floating cranes of the Belomorsk Spar Company (part of the Titan group of companies) are located. The development of their own shipbuilding and ship repair division allows the Titan Group enterprises to independently meet the needs of the forest industry complex in timber product transportation, fleet maintenance, and the development of industrial logistics. More than 20 units of the fleet (vessels, floating cranes, barges) have already been modernized at the enterprise, and serial design and construction of tugboats according to their own projects is underway.
“There are some issues that need to be discussed with the Ministry of Industry and Trade and the Ministry of Natural Resources in the area of regulatory regulation. Speaking about ACBC, it is a well-known enterprise. Currently, it is not in a very easy situation. This is related to the overall operation of the forestry sector. I will try to ensure that the Government of Russia pays more attention to companies in the woodworking industry,” summarized Yuri Trutnev after visiting the enterprise.
