The head of the Federal Tax Service informed the Prime Minister about the current situation with tax revenue receipts into the budget system and the forecast for the upcoming period, including in the context of changes in the taxation system. In addition, the organization of proactive provision of tax benefits for families with children, participants in the special military operation, and their families was discussed.

M. Mishustin: Good afternoon, dear Daniil Vyacheslavovich!

The Federal Tax Service, which you head, provides almost three quarters of the budget revenues.

Effective administration allows for the accumulation of resources to fulfill all state obligations, primarily social ones, including support for families with children, various payments, notably the unified allowance. It also includes funding for large-scale development programs, industrial modernization, and strengthening the economy.

Tell us more about the key results of the service’s work in the first half of the year. How is the work going overall? What are the trends?

D. Egorov: First of all, Mikhail Vladimirovich, I would like to report on how the revenues to the budgetary system are coming in. Today we observe that the half-year, speaking generally about the budgetary system, is showing growth of 8%. And this is not just 8%, it is an additional 2.4 trillion rubles.

M. Mishustin: Is this a consolidated budget?

D. Egorov: Yes, these are the total receipts to the budget system, including the funds as well.

If we talk about regional budgets, that is also an increase of 8%. The federal budget is slightly less – plus 6%, which is 765 billion rubles. It is slightly pressured by oil and gas revenues. At the same time, non-oil and gas revenues are growing by a quarter.

Speaking about how the changes to the Tax Code went, regarding the taxation system and the value-added tax rate,  the increase in the rate from 20 to 22% has already yielded a plus of 426 billion rubles today. Predictions that revenues might be lower did not come true. They are exactly as planned by the Ministry of Finance.

Moreover, when it comes to the value-added tax in terms of adjusting the thresholds in the simplified taxation system, everything is also proceeding within the forecasts planned by the Ministry of Finance.

What is also important to say: we have a very clear, steady growth of 13% both in insurance contributions and in personal income tax. It is not so much about the tax itself as about the base. This is exactly the income growth that ensures this increase. Therefore, here too we see that everything is stable.

We naturally take a rather conservative view of the situation when it comes to oil and gas revenues. Speaking of non-oil and gas revenues, we forecast continued growth of these tax revenues. Especially since today non-oil and gas revenues, when it comes to the consolidated budget, make up 90% of revenues. This allows us to forecast that even if there are some unstable hydrocarbon prices, we will definitely ensure fulfillment.

M. Mishustin: For many years, the state has strived to reduce its dependence on hydrocarbons, on such rent. And this is a very important trend.

The work of the service requires well-tuned mechanisms at all levels. And of course, first and foremost – in interaction with taxpayers, whether it is an enterprise, an individual, an individual entrepreneur, or a self-employed person. For all of them, the payment of mandatory fees should, as we say, be as seamless, comfortable, and convenient as possible.

And of course, this is especially important for families with children. For parents raising two or more children with low income, starting from June 1, by the directive of the head of state, a reduced personal income tax rate of 6% has been introduced.

How is the work in this area organized? It is very important for the state to provide the deduction proactively. What has been done here?

D. Egorov: Mikhail Vladimirovich, if you allow me, I would start with the benefits.

Already today, 98% of citizens who are eligible for benefits receive them proactively. Seventeen federal agencies that provide us with information have brought the quality of information provision to 99.9%. Our inaccuracy is only 0.1%. I believe this is a huge achievement. What do these figures mean for people? We have 36 million people. Now they no longer need to provide documents to confirm their right to benefits. As a result, 118 billion rubles (these are data for 2025) will be implemented proactively through interaction with our colleagues from other agencies and due to the data quality we have managed to achieve. That’s the first point. It seems to me this is significant.

Second. Speaking about deductions, we are proactively developing the deduction system on your behalf. A simplified procedure. This means that nothing needs to be confirmed. For example: common deductions such as those for healthcare, education, and fitness are done proactively. All a person needs to do is specify the account to which the money should be transferred. We handle everything else ourselves. Thus, within a maximum of four days, people receive their income tax deductions back.

Speaking in general about all the deductions implemented in the simplified mode, we have already provided them amounting to 68 billion rubles. As for the property deductions processed through the declaration campaign, we have shortened the refund period to 20 days. At the same time, we have already carried out refunds totaling more than 325 billion rubles.

When it comes to benefits and allowances for large families, the personal income tax rate for such parents has been reduced to 6% this year.

Thanks to our colleagues from the Social Fund, we have fully established cooperation with them. As you know, since June 1, this payment has been implemented for families with children – from two or more children.

And I must say that such interaction is progressing very quickly for us. Literally, all the applications we receive and pass on to the Social Fund are processed within a few hours. And already today – that’s 3.4 million citizens. We have transferred the data to the Social Fund according to their requests. So the system is working very precisely. And we forecast that everything will be fulfilled exactly as stipulated by the law.

Therefore, we have already converted almost all benefits and deductions to a proactive mode. We believe that next year we will even automate the remaining 2% of benefits, and citizens will no longer need to take any extra actions on this matter.

M. Mishustin: This is great because people no longer need to spend time and effort providing all sorts of documents and certificates when it was difficult to figure something out.

I have one more question for you. On the initiative of the head of state, very important social benefits regarding property taxes have been adopted. Veterans of combat operations, participants in the special military operation, and their family members are exempt from these taxes. Also, our citizens in territories where a state of emergency has been declared, including natural disasters, are exempt.

How does the service interact with taxpayers in these cases?

D. Egorov: Thank you very much for the question, because naturally, it is at the center of our attention. At the initiative of the head of state — and you discussed this with us at the Ministry of Finance board meeting last year — a unified federal benefit was developed. It came into effect this year but applies to relations starting from 2022.

We did everything proactively. Huge thanks to our colleagues from the Ministry of Defense; all data is provided to us clearly. And proactively, we have implemented all these benefits (recalculation (reduction) of taxes) amounting to more than 8.5 billion rubles. This concerns the benefits.

Also, for insurance contributions, benefits have been separately implemented for participants in the special military operation. Thus, everything is proceeding systematically. Currently, we have no complaints or questions. And we also provide services to implement this benefit.

M. Mishustin: I would like to emphasize once again that today the unconditional fulfillment of all social obligations, financing of programs for the development of the economy, industry, healthcare, and the social sphere primarily depends largely on the Federal Tax Service. And this includes the operation of clinics and schools, the construction of housing and roads, the payment of salaries to public sector employees, and many other payments.
