The mechanism of comprehensive territory development (CTD), which allows for the creation of modern residential construction with the necessary infrastructure, continues to gain momentum in Russia. In particular, in the Siberian Federal District, 226 plots with a total area of 17.5 thousand hectares have been allocated for this work, with a total urban planning potential of 46 million square meters of real estate, of which 36.7 million is residential. “The Government’s priority task is to make people’s lives more comfortable. That is why within the framework of the national project ‘Infrastructure for Life,’ an increasing role is given to the integrated territorial development tool (KRT), which helps regions solve this task comprehensively: building modern housing while simultaneously constructing schools, kindergartens, roads, and engineering networks. Each year, more entities are joining this work. For example, in the Siberian Federal District, currently, 166 KRT projects are at an active stage of implementation, their urban development potential amounts to almost 25 million square meters, of which 19.2 million square meters are housing. Within the framework of integrated territorial development, about 156 thousand square meters of real estate have been commissioned to date there, including about 136 thousand square meters of housing. It is important to continue this work, as it directly affects the quality of life,” noted Marat Khusnullin.
The leaders in implementing the comprehensive territorial development program in the Siberian Federal District are Novosibirsk Oblast, Irkutsk Oblast, and Krasnoyarsk Krai.
“In the Novosibirsk region, 73 territories are planned under the CRT, of which work has already begun on 60. The total urban development potential is 9.5 million sq. m, including 6.8 million sq. m of housing. In the Irkutsk region, 42 territories have been identified, 32 have entered the active phase, and the total potential reaches 1.3 million sq. m, of which 1 million sq. m is residential area. Krasnoyarsk Krai is working on 25 of the 39 designated territories with an urban development potential of 4.4 million sq. m, including 3.8 million sq. m of housing,” noted the First Deputy Minister of Construction and Housing and Communal Services, Alexander Lomakin.
One of the social objectives of the comprehensive territorial development mechanism is the elimination of emergency and dilapidated housing stock. This mechanism allows for a systematic solution to the problem: the demolition of unsuitable housing is carried out simultaneously with the construction of new housing, as well as the creation of necessary infrastructure.
Within the boundaries of the KRT in the Siberian Federal District, it is planned to resettle 194 thousand square meters of emergency housing stock, as well as almost 90 thousand square meters of dilapidated houses and over 142 thousand square meters of individual residential buildings. Currently, within the framework of the KRT in the district, more than 59 thousand square meters of emergency housing, nearly 15 thousand square meters of dilapidated houses, and 1.6 thousand square meters of individual residential buildings have been resettled.
“The program for relocating people from dilapidated housing has been included in the national projects since 2019. Since that time, about 141.6 thousand people in the Siberian Federal District have moved out of unsuitable residential houses with a total area of more than 2.6 million square meters. The Territorial Development Fund, as the operator of this program, partially reimburses developers’ expenses for relocating people from dilapidated housing within the KRT framework. In three regions of Siberia, 28 such agreements have been signed, according to which approximately 8.6 thousand people are to receive new apartments. Meanwhile, to date, housing conditions have been improved for 5.3 thousand citizens. For example, in the Irkutsk region, 2.5 thousand residents have settled into new homes; in the Novosibirsk region – 1.8 thousand; and in the Krasnoyarsk Krai – more than 1 thousand,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
By the President’s directive, KRT projects received federal funding for the first time last year. The subsidy program for expenditure obligations arising from the implementation of comprehensive territorial development projects in regions with a low level of socio-economic development included 37 entities. To stimulate housing construction projects in the Siberian Federal District, a decision was made to allocate subsidies for infrastructure creation to the Altai Republic, Altai Krai, Tuva Republic, and Khakassia Republic.
Currently, nearly 1.5 thousand CRT projects are in active implementation in 81 regions, covering an area of 30.5 thousand hectares. Their urban development potential amounts to 224.8 million square meters of real estate, including 168.2 million square meters of housing.
