Bank of Russia created conditions for organized trading of digital currencies and digital rights. The trading mode will be stipulated in the exchange rules, and it will also calculate the market and weighted average price for these instruments.

The regulator has also developed requirements to digital depositories. A new market participant who will account for cryptocurrencies and digital rights must have a minimum capital of between 50 million and 250 million rubles.

The specific amount of own funds will depend on the nature of the digital depository’s activities, including whether it plans to work with open distributed ledgers or to provide settlements based on trading results. The assets constituting the own funds must be liquid, and the financial assets included should have high credit quality. Similar requirements are established for electronic platform operators, whose functions will be performed by information system operators. They will carry out settlements for digital financial assets using a nominal account.

The regulator also defines rules for accounting digital currencies and digital rights, the composition of information about depositors, access recipients to the system, accounted assets. In addition, requirements for opening and maintaining digital and other accounts are established. Essentially, the digital depository will operate on the same principles as the current depository on the securities market.
