The Moscow Exchange, together with the Ministry of Finance and the Ministry for the Development of the Russian Far East, held a meeting with representatives of companies from the Far Eastern Federal District, during which participants were informed about exchange instruments for raising capital. At the practice-oriented seminar, the Director of the Department for Working with Issuers of the Moscow Exchange spoke. Natalya Loginova.
Seminar participants learned about the possibilities for businesses to enter the public capital market and use shares and bonds to attract financing. Business representatives learned about practical steps for going public: how companies can prepare for securities placement, what advantages public financing provides, and what support measures are available to issuers.

“If there is borrowed capital in the corporate financing structure, the company can start by issuing bonds to test the exit procedure and its readiness for going public. For many companies, it is precisely the bond issuance — an entry ticket to the public market. Since 2022, almost 80% of companies that went public first issued bonds — noted Natalia Loginova. According to her, the public market provides companies with feedback regarding their development strategy and can even reveal opportunities, which previously went unnoticed.
Evgenia Sidorchuk, Head of the Financial Markets Development Department of the Russian Ministry of Finance:
“The IPO of companies, on the one hand, contributes to attracting investment into the country’s economy, and on the other hand, positively affects the business climate of the region, promoting increased transparency and business efficiency. Companies of the Far Eastern Federal District have high economic potential and can become a catalyst for the growth in the number of IPOs among regional companies.”
Andrey Mozgalev, Head of the Department for Interaction with Development Institutions of the Department of State Support and Technological Development of the Far East and the Arctic of the Ministry for the Development of the Russian Far East:
“Equity Capital Market — the most important mechanism for attracting capital for the development of companies and the economy as a whole. Public share placement helps achieve a whole range of strategic and financial goals. An IPO allows raising a significant amount of financial resources for business development. They can be directed towards the implementation of an investment program, expansion, and asset purchases. In addition, an IPO allows owners to lock in profits and diversify investments. Even placing a small package of shares allows obtaining a market valuation of the company, which is useful for attracting debt financing and implementing option programs for management. For some owners, an IPO — this is the initial stage before a complete exit from the business, as it lays the foundation for selling to an investor. And finally, public status often makes the company more attractive to banks and other financial institutions when obtaining loans or participating in government support programs.
Raising capital and obtaining public company status is accompanied by certain requirements. For example, engaging an independent auditor to review the financial statements, disclosing information about the business and its risks in the prospectus, and so on. Participants of the meeting were also informed about government support measures when entering the public equity market. In particular, the state subsidizes IPO costs for small and medium-sized enterprises (SMEs), small technology companies (STCs), and technology companies. The Ministry of Economic Development acts as the operator of the government support program.
