The government has approved a three-year action plan for the implementation of the State National Policy Strategy.

An order has been signed approving the plan of activities for the implementation of the Strategy of State National Policy of Russia for the period up to 2036 in 2026–2028.

The document was developed taking into account the proposals of federal authorities, scientific and public organizations. It includes 172 activities distributed across four sections, reflecting the priority directions and tasks of the state national policy, designated by the strategy.

So, in the section “Strengthening All-Russian civic identity based on traditional Russian spiritual, moral, and cultural-historical values” initiatives dedicated to the Day of the Russian Language were included, including abroad.Including the annual All-Russian essay contest, the forum of translators of the peoples of Russia into Russian, the implementation of the literary-patriotic project “Russian Readings”, as well as the provision of expenses related to the preparation and publication of a series of Anthologies of the literature of the peoples of Russia, the creation of virtual reading rooms in Russian and electronic mobile libraries abroad.

For the purpose of forming civic self-awareness among children and youth and ideas about the unity of the multinational people of Russia, events and projects of a patriotic orientation are planned, as well as the development and implementation in school educational programs of audiovisual materials on the study of cultural values and traditions of the peoples of Russia. This section also includes initiatives aimed at preserving and developing the culture of interethnic relations and protecting traditional Russian values.In particular, it is envisaged to hold an international educational campaign “Big Ethnographic Dictation”, scientific conferences and lectures on state national policy and interethnic relations, documentary film festivals, the creation of memorial sites related to the military history of Russia, digitization and posting on the internet of archival documents about major historical events that have become the main state holidays and memorable dates, implementation of federal historical internet projects based on archival documents, development of a network of historical parks “Russia – My History.”

The events of the second section are aimed at preserving and supporting the ethnocultural and linguistic diversity of Russia.Within the framework of this work, the creation of centers for ethnocultural and linguistic education based on educational organizations with an ethnocultural component is planned, the implementation of unified educational programs and textbooks for teaching the languages of the peoples of Russia and the state languages of the republics of Russia, conducting folkloric expeditions to identify objects of intangible ethnocultural heritage, support for the development of folk arts and crafts, folkloric groups and national theaters, promotion of the national literature of the peoples of Russia, development of tourist routes for the popularizationethnocultural diversity of the country.

In addition, it is planned to develop neural network models for automatic processing of the languages of the indigenous small-numbered peoples of the North, Siberia, and the Far East (speech synthesis and recognition, machine translation, voice assistant), publish educational and methodological manuals for such languages, and hold forums dedicated to indigenous peoples and their languages.

Measures of the third section are aimed at ensuring international and interreligious harmony, counteracting extremism, and preventing conflicts on national and religious grounds.It provides for monitoring the information space for timely identification and response to such threats, expeditionary and scientific studies of international (interethnic) relations and the religious situation in the region, as well as various thematic forums, exhibition and cultural-educational projects, improvement of mechanisms to assist the adaptation of foreign citizens to the living conditions in Russian society.

In the fourth section, measures for improving public administration and information support of state national policy are presented.

The strategy of the state national policy of Russia for the period up to 2036 was approved by a presidential decree in November 2025. The goal of the state national policy is to strengthen the unity of the multinational people of Russia and the all-Russian civic identity while preserving ethno-cultural and linguistic diversity in order to ensure the development of the country, its state and territorial integrity, internal political and social stability.
