The State Duma passed in the third and final reading a law extending the garage amnesty for five years — until September 1, 2031. The initiative, prepared by the United Russia faction, provides for maintaining the simplified procedure of cadastral registration and rights registration for garage facilities and the land plots located beneath them. This was reported by Deputy Prime Minister Marat Khusnullin.

“The so-called garage amnesty has a social orientation – it helps people to register a land plot and a garage in the simplest possible way and free of charge. The law was adopted by the President in 2021 on the initiative of Rosreestr and is currently valid until September 1, 2026. In almost five years, about 800 thousand objects have been registered across the country. Extending the garage amnesty until September 1, 2031 will allow an even greater number of Russians to use this tool, enabling them to formalize their property and lawfully manage it. This will also stimulate the development of regional economies by involving new real estate objects into turnover,” said Marat Khusnullin.

According to the Deputy Prime Minister, since the law came into effect, the largest number of garages were registered in the Leningrad (20 thousand), Omsk (13 thousand), Saratov (10.4 thousand), Moscow (10.2 thousand), and Tyumen (10.2 thousand) regions.

The leaders in the number of land plots registered for garages were Leningrad (41.4 thousand), Saratov (23.6 thousand), and Moscow (23 thousand) regions, Perm Krai (19 thousand), and Omsk region (16 thousand).

“All mechanisms and procedures within the framework of the garage amnesty have been fine-tuned, bureaucratic barriers have been removed. The necessary opportunities and conditions have been created for citizens to become legal owners of their garages. Methodological recommendations on garage amnesty have been updated for citizens. They can be found on the agency’s website,” said the head of Rosreestr, Oleg Skufinsky.

The methodological manual has been updated due to amendments to the Land and Tax Codes, as well as the entry into force of the law on garage associations.

As before, it is possible to take advantage of the garage amnesty if the garage is a permanent structure, is not considered an unauthorized construction, and was built before the implementation of the Urban Planning Code (before December 29, 2004).

At the same time, citizens can now clarify information about the cadastral registration of the plot under the garage using the digital platform “National Spatial Data System.” Preparing the land plot location scheme on the cadastral map of the territory is possible if there is an approved land surveying project, although its absence is not an obstacle. The formation of a new land plot under the garage is allowed without the consent of the tenants of the original plot if it was leased to several persons at once.

In addition, the obligation to provide a technical plan for the garage is canceled if there is already information about it in the Unified State Register of Real Estate. And finally, the review period for the application for preliminary approval of the land plot allocation has been reduced from 30 to 20 days.
