The law defining the rules for cryptocurrency circulation in the country, State Duma accepted immediately in the second and third readings. It will come into force on September 1, 2026.

Cryptocurrency transactions through intermediaries will be available to both non-qualified and qualified investors. Non-qualified investors will have the opportunity to purchase the most liquid cryptocurrencies after passing a test and within a limit – no more than 300,000 rubles per year through a single intermediary. Qualified investors will also need to pass a test, but they will have access to any cryptocurrencies without a limit on the amount.

A regulated infrastructure is being created for the circulation of cryptocurrencies. It will include both existing financial organizations and new participants – crypto exchanges and digital depositories. At crypto exchanges, it will be possible to buy or sell cryptocurrency, and digital depositories will record rights to such assets. Cryptocurrency transactions will also be possible through brokers and managers, including on organized trading platforms. In addition to buying and selling, investors will have the opportunity to exchange cryptocurrency for securities and digital instruments issued under Russian legislation (digital rights). The same requirements that apply to cryptocurrencies will also apply to foreign stablecoins.

It is important that paying with cryptocurrency within the country is still prohibited.

Exporters and importers will be able to use cryptocurrency for cross-border payments without restrictions. Such transactions will be available both with intermediaries and directly for all types of wallets and cryptocurrencies.

Residents will be able to conduct cryptocurrency transactions abroad as well, but only using foreign bank accounts, as well as transfer cryptocurrency purchased in Russia abroad through regulated intermediaries. It will be necessary to notify the tax authorities about the cryptocurrency held abroad.

The law introduces a transitional period for market participants until July 1, 2027. During this time, they must obtain licenses and bring their activities into compliance with the new requirements.

The new law also provides for the development of regulation of Russian digital rights. They will be able to be issued on public networks, not only on the platform of the information system operator, as is currently the case. Transactions with digital financial assets can be conducted through intermediaries and on organized exchanges. This will give private investors broad access to such instruments and increase the opportunities for issuers to attract investments.
