The industrial-production type SEZ “Khakass Technological Valley” will be located in the city of Sayanogorsk and the Beysky municipal district. Its residents will be five companies engaged in aluminum processing, including the production of foil and ball bearings. Production of aluminum alloys and other products is also planned.
The total volume of investments by resident enterprises in 2026–2028 will exceed 17.4 billion rubles. This significantly surpasses the Republic of Khakassia’s budget expenditures on creating the infrastructure of the future special economic zone, which are estimated at 5 billion rubles.
It is expected that by the end of 2035, the total volume of investments by potential residents of the SEZ will exceed 25 billion rubles. By the same time, around 900 jobs will be created.
By another decree, the Government expanded the territory of the special economic zone “Green Valley” in Tatarstan.
On the new site with a total area of more than 374 hectares in the Nizhnekamsky municipal district, eight resident companies intend to implement their projects. This involves the launch of enterprises for the production of vitamins and feed additives for animals, microbial protein (gaprin), chemical raw materials for polyethylene terephthalate (PET), caustic soda, synthetic hydrochloric acid, and aluminum chloride. By 2035, the total investment volume of the new residents of the “Green Valley” is expected to reach nearly 300 billion rubles. More than 1,800 jobs will be created at the manufacturing facilities.
Speaking about the decisions made at at an operational meeting with the vice-premiers on July 20, Mikhail Mishustin asked Vice Prime Minister Alexander Novak to continue closely monitoring the effectiveness of the special economic zones.
“Projects implemented thanks to this tool are capable of having a positive impact on the dynamics of our country’s economy for many years. They help attract investors to the regions, create new enterprises and jobs there, and improve people’s quality of life,” emphasized the Chairman of the Government.
Special economic zones are established for the development of manufacturing industries, high-tech sectors of the economy, tourism, and port infrastructure. Being located in a SEZ provides businesses with a number of advantages. For example, residents can benefit from tax incentives and customs preferences, as well as expect reduced rental payments.
