Order dated July 10, 2026 No. 1808-r
Prime Minister Mikhail Mishustin signed an order to write off two-thirds of the debt on budget loans for nine more regions, totaling about 8.4 billion rubles.
The adopted decision concerns the Republic of Altai, Bashkiria, Chechnya, as well as the Ivanovo, Leningrad, Oryol, Saratov, Tambov, and Tver regions.
The amount written off corresponds to the size of these entities’ investments in projects for the modernization of housing and communal services (including replacement of elevator equipment in apartment buildings), resettlement of citizens from dilapidated housing, renewal of public transport, recapitalization of industrial development funds, as well as the implementation of infrastructure projects for the development of key settlements and support for organizations managing territories with preferential tax regimes.
“The freed-up resources will be able to be directed towards the further implementation of current and prospective projects, the formation of attractive conditions for business, and a comfortable living environment for citizens,” noted Mikhail Mishustin, speaking about the adopted decision at Government meeting on July 16.
In 2025, 58 regions were able to take advantage of the opportunity to write off debt on budget loans, reducing their burden by 226.9 billion rubles. Including the new write-off in 2026, debt has already been written off for 71 regions for a total amount exceeding 285.7 billion rubles.
