As part of a working trip to the Jewish Autonomous Region, Deputy Chairman of the Government – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev held a meeting on the socio-economic development of the region, a meeting on the development of the border area Nizhne-Leninskoye – Tuntszyan; familiarized himself with the progress of construction in Birobidzhan of houses under the “Affordable Rental Housing in the Far Eastern Federal District and Arctic Zone of the Russian Federation” program; discussed with the regional leadership the prospects of opening a branch of the “Warrior” center; awarded volunteers with the public-business award “Star of the Far East”.
“The region demonstrates a good development dynamic. Consolidated budget revenues in 2025 increased by 33%, totaling 33.5 billion rubles, which is almost 10 billion rubles more than the revenues of 2024. The region’s own revenues also increased by 33%, amounting to 17.6 billion rubles. The production of goods and services in the first four months of 2026 rose by nearly 13% compared to the same period last year. Growth in industrial production is being recorded. Investment projects play a significant role in the region’s development. According to the governor of the Jewish Autonomous Region, Maria Kostyuk, the socio-economic development of the region in 2025 showed positive dynamics. For instance, the volume of gross regional product increased by 4.4% in 2025. The industrial production index grew by 4.6% (compared to the same period of the previous year). The volume of investments in fixed capital increased by 82.5%, amounting to 68.4 billion rubles. The volume of work performed in the ‘construction’ activity sector amounted to 40.3 billion rubles, or 142.2% compared to the previous year’s level.
In the current year 2026, there is positive dynamics in the key indicators of the region. Industrial production growth amounted to more than 10%. The volume of work performed in the construction sector amounted to 17.3 billion rubles, or 116.6% compared to the corresponding period of 2025 in comparable prices.
The implementation of activities within the framework of national projects and the social development plan for economic growth centers continues. While 44 activities were implemented under national projects in 2024, 82 are planned for 2025. Another 69 activities are being carried out this year.
Modernization of social infrastructure is being carried out using funds from the Far Eastern presidential unified subsidy, provided through the Ministry for the Development of the Russian Far East: in 2024, 21 activities have been completed and 106 activities are planned for 2025. This year, 68 activities are planned.
In the Amur-Khingan TOR, the number of residents has nearly doubled over the past year: there are now 14 of them, including 6 projects attracted in 2025. Investors have already effectively invested 10.1 billion rubles.
The program for relocating citizens from emergency housing continues to be implemented. Under the “Affordable rental housing in the Far East” program, construction of 233 apartments is underway.
The implementation of the Birobidzhan master plan was discussed. “This work is being carried out under the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin. The Birobidzhan master plan includes 92 activities. 9 activities have already been completed, including the construction of a timber industry enterprise, a children’s digital education center, and the ‘Quantorium’ children’s technopark. Another 24 facilities are under construction, including apartment buildings under the ‘Affordable Rental Housing in the Far Eastern Federal District and the Arctic Zone of the Russian Federation’ program. Today we visited the construction site and familiarized ourselves with the progress of house erection. Design and estimate documentation is being developed for another 11 activities,” said Yuri Trutnev.
“It is important to improve the quality of the living environment. This is the implementation of the master plan. We will work to ensure that the economic part of the master plan is also implemented,” clarified Minister for the Development of the Far East and the Arctic Aleksey Chekunkov.
In the Jewish Autonomous Region, the mechanisms of “Far Eastern hectare” and “Far Eastern mortgage” continue to operate. During the implementation of the programs, almost 600 loan agreements have been concluded, and more than 3 thousand land plots have been obtained.
Special attention is given to the self-realization of young people and youth policy. In 2025, within the framework of the national project “Youth and Children,” over 200 youth events aimed at achieving national development goals were implemented.
The region supports the production of products for the special military operation. Assembly of 2,000 drones per month has been established in Birobidzhan. A factory has been built to produce enduro-class motorcycles and track-equipped swamp buggies with a capacity of 4,000 units per year.
In 2025, more than 100 motorcycle kits, 22 Mavic quadcopters, 9 UAZ and Sobol vehicles, 4,000 hemostatic tourniquets, over 200 heaters, 80 “Ten” drone detectors, and 20 radios were sent from the region to the SVO zone.
In 2025, 54 volunteer organizations operate continuously in the region. Corporate volunteering involves 29 subordinate organizations of federal executive authorities and vertically integrated companies.
“The region is developing. The growth rates are higher than the Russian average and even higher than in some Far Eastern regions. But there is always a desire to think about what else can be done to accelerate its development. Our task is to assist those areas of work that require federal support. These include sectors such as mining, logistics, agriculture, and a number of others,” Yuri Trutnev summed up the meeting.
On the same day, a meeting was held on the development of the border territory Nizhne-Leninenskoe – Tongjiang. Following the discussion of the presented projects, Yuri Trutnev decided on the need for an additional meeting with investors. “I want all the answers to be precise and for everyone involved in the development of the border territory to take firm commitments,” emphasized Yuri Trutnev.
The Deputy Prime Minister also reviewed the progress of construction of houses under the “Affordable Rental Housing in the Far Eastern Federal District and the Arctic Zone of the Russian Federation” program, which is being implemented in the Jewish Autonomous Region at the instruction of the President of Russia. The construction of rental houses in Birobidzhan is ahead of schedule. The frames of the nine-story buildings have already been roofed, and interior finishing work is underway. It is planned that 233 apartments with a total area of 13.5 thousand square meters will be occupied by the end of the first quarter of 2027.
Yury Trutnev visited the site of the future branch of the “Warrior” center. It is planned that the branch will appear in the capital of the region, Birobidzhan, based at the Sholom-Aleichem Priamursky State University. One of the university’s academic buildings with a total area of more than 3 thousand square meters has been allocated for the infrastructure.
At the end of the visit, the winners of the seventh socio-business award “Star of the Far East” were honored. Yuri Trutnev, the chairman of the award jury, presented them with diplomas.
All three prize places in the “Volunteering” category in 2025 were awarded by the jury to projects implemented by public activists in the Jewish Autonomous Region.
The winner of the nomination was the project of the volunteer group “ZA наш EAO” – for providing significant assistance to the military units of the Jewish Autonomous Region participating in the special military operation. One of the prize-winners was the project of the volunteer group “Angel Hands” – for supporting those mobilized, collecting and sending humanitarian aid to the special military operation zone, and creating camouflage nets.
The prize was also awarded to the nationwide social project “Living for Two,” which is aimed at supporting families of fallen participants in the special military operation through the creation of commemorative patches featuring silhouettes and photographs of their loved ones, as well as the establishment of a supportive community.
