The results of the state corporation’s work over the past period were discussed in the context of achieving technological leadership. The discussion covered the production of civilian products, including pharmaceuticals, medical equipment, road machinery, automobiles, electric buses, engines, turbines, industrial robots, as well as Rostec’s social programs and the training of engineering personnel.

The corporation also has other very important areas of activity. Each of them must be aimed at strengthening the country’s technological and industrial sovereignty.

In particular, this task relates to the production of equipment for road construction. We have it actively deployed. In this field, the plans are extensive – both at the federal and regional levels. And undoubtedly, it is necessary to reduce dependence on foreign solutions and tools.

How is the transition to domestic technologies progressing?

S. Chemezov: As for road machinery. Our holding company “High-Precision Complexes” is known not only for the production of weapons such as “Iskanders” and “Pantsirs”, which are very much in demand today. But we also engage in the production of road machinery, in particular road rollers.

We have made a road roller that operates automatically, on autopilot. And very soon we will be ready to supply this road machinery to our construction companies. It can work around the clock and quite accurately – with a precision of up to 2 cm.

In addition, KamAZ produces a whole line of automotive equipment for logging companies here. It covers the entire technological chain—from logging and hauling to various auxiliary operations. In the near future, we will begin supplying this equipment to companies operating in Karelia. I believe that, in the future, it will also be in demand in other regions.

In addition, we manufacture electric mini-loaders, which are very popular today, partly because they are quiet: very convenient for snow removal, cleaning paths in yards, and so on, allowing work at night without disturbing people’s sleep. And they can operate for eight hours on a single charge.

Regarding the automotive industry. AutoVAZ has produced three new, modern models in the last four years. These are the “Aura,” “Iskra,” and “Azimut.” If we compare this to the era of, so to speak, “Renault,” which lasted 15 years for us, then during those 15 years we jointly released three models with Renault as well.

Our models are in demand. In particular, “Iskra” is currently ranked eighth in sales, and I believe that by the end of the year it will move up to sixth place.

A new, modern crossover has been released – the “Azimut.” We presented it at the SPIEF. I drove it – a very comfortable, good car. Comfortable and visually very modern. I think it will also be in demand. We will reach a volume of up to 70 thousand vehicles per year.

KamAZ also manufactures low-floor trolleybuses here. They have the capability of autonomous operation up to 30 km, meaning they can run both on wires and off them—for a distance of up to 30 km using an electric motor.

It also manufactures large-class electric buses of the A5 generation. The previous generation – over 2,000 of them are already in operation. Now we have made the electric bus significantly larger in size. Its range is 110 km. By the way, the battery is ours, domestic, produced by Rosatom.

As for engines and turbines. Our United Engine Corporation manufactures a large number of various turbines for the fuel and energy sector. The lineup includes engines with power ranging from 2.5 MW to large ones—115 MW.

Gas pumping units are created based on our engines. In particular, the NK-36 engine is a new engine produced at the Samara plant. Power – 32 MW. High efficiency – 38%. It is more economical and reliable. And now we must deliver the first gas pumping units to “Novatek.” Gazprom also plans to use them in the “Power of Siberia – 2” project.

Gas pumping units are also being developed based on the AL-41 generation engines with a power of 25 MW.

I would also like to add that our specialists plan to develop compact, mobile energy solutions — microturbines with a capacity from 200 kW to 1.5 MW. I believe they will be in demand for remote, hard-to-reach areas — places where there are small villages and large, powerful power plants are not needed, but these small energy units will suffice.

We pay great attention to modern production tools, namely robotics. The robots we manufacture are used for welding, machine maintenance, applying glue, sealants, screwing, assembly, stacking, quality control, and other operations. The operator only needs to monitor their work, fine-tune, and repair them. The load capacity ranges from 3 to 30 kg.

Today, localization is about 75%. This is a fairly high level. We design the robot constructions ourselves – already eight patents have been registered. We develop the electronics, software, and so on ourselves. 100 such devices have already been delivered. This year, we plan to deliver another 300. Currently, these robots are mainly used at Rostec enterprises, but we have already transferred several robots to Russian Railways (RZD) and the GAZ Group. I believe they will test and purchase more additionally. I suppose other enterprises and companies will also buy these robots.

We currently produce up to 550 robots per year. Our production capacities are designed for that. By 2030, we will scale up production and, hopefully, reach 6,000 robots per year.

These indicators and achievements that I have told you about are impossible without the team, without the people who work with us. Today, we have 732 thousand specialists – a fairly large team. And we rank second as employers.

Our salary is quite good. In addition, we provide a good social package. This includes a housing program, voluntary health insurance, and payments upon the birth of children. There is also a corporate pension program.

Last year, the volume of social payments increased by 17% and amounted to 28 billion rubles. This year, we plan to increase it to 33 billion rubles.

It is clear that a love for engineering sciences is nurtured from childhood, which is why we create attraction points for schoolchildren: engineering classes, clubs, technoparks. For example, in Fryazino, in the Moscow region, together with MIREA we opened a technopark where students from 7th to 11th grade study. Since the beginning of this year, more than 3,000 schoolchildren have already passed through it. Each year, we will increase the number of schoolchildren.

This year, several Rostec companies have also significantly increased quotas for high school graduates wishing to enter targeted programs at universities. We have targeted education in many universities. And there are professional tracks such as “Rostec.Arsenal”, “Wings of Rostec”, “Rostec.Code”, “Rostec.Quality”, and so on.

Our students from the first year already work at our enterprises. They acquire professional skills, get acquainted with the enterprise where they will later come to work. This positively affects the overall interest of students in the profession they will engage in in the future.

Together with universities, we have organized 22 advanced engineering schools. I want to note that there are only 50 of them in Russia, which means that we have created nearly half of them together with our universities.

In addition, together with the Ministry of Education and Science, we launched a pilot project for industrial postgraduate studies. The difference from regular postgraduate studies is that each postgraduate student has two supervisors: one is a scientific advisor, and the other is from the industry.

M. Mishustin: Excellent.

S. Chemezov: And each graduate student chooses a topic related to their own production. It must be immediately implemented into a concrete project. In this academic year, 28 corporation organizations and 21 universities participated in the project. And 81 graduate students were enrolled.

In the upcoming 2026/2027 academic year, already 74 of our enterprises intend to participate in the pilot. And 39 universities will take part in training specialists.

Another topic I would like to touch upon is assistance to SVO veterans. We provide extensive support – from prosthetics and rehabilitation to social adaptation and employment of veterans. In addition, 1,500 veterans are employed at our enterprises, including over 60 people with disabilities.

Last year, we transferred about 2,500 vacancies in 25 engineering and labor specialties to the “Defenders of the Fatherland” fund. The “Defenders of the Fatherland” fund selects guys who would like to work at our enterprises in these specialties. And we accept them.

Specifically for veterans wishing to enter universities in engineering specialties, we, together with the Ministry of Education and Science, the “Defenders of the Fatherland” foundation, and Bauman University, have organized a preparatory faculty. Quite recently, 27 demobilized participants of the special military operation completed their training there and will start studying at universities in September. Among them, some will study under our quotas and later come to work with us.

M. Mishustin: The work is, of course, very extensive and extremely important for the country. The results in high-tech industries directly affect our entire economy, not only industry and industrialization. And consequently, the quality of life of our people.
