Decisions made at the Government meeting on November 2, 2026:
1. On the amendment to the Resolution of the Government of the Russian Federation dated June 2, 2008 No. 418
The draft resolution provides for supplementing the functions of the Ministry of Digital Development of Russia with corresponding functions for coordinating the implementation of artificial intelligence technologies.
Government decisions:
To approve the draft resolution of the Government of the Russian Federation on this issue.
2. On the allocation by the Ministry of Digital Development of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budgetary appropriations to provide the public joint-stock company “DOM.RF” with a subsidy in the form of a contribution to property that does not increase its authorized capital, for the purpose of compensating credit and other organizations for lost income on housing (mortgage) loans granted to employees of accredited organizations operating in the field of information technology

3. On the allocation to Rosavtodor in 2026 from the reserve fund of the Government of the Russian Federation of budget appropriations for the provision of other interbudgetary transfers from the federal budget to the budgets of the Republic of Dagestan and the Chechen Republic for the implementation of measures to restore regional or intermunicipal and local roads damaged as a result of floods that occurred in 2026

To adopt the draft order of the Government of the Russian Federation on this issue.
4. About the draft amendments of the Government of the Russian Federation to the draft federal law No. 1209623-8 “On Amendments to the Federal Law “On the Basics of Health Protection of Citizens in the Russian Federation”
The draft amendments have been developed with the aim of improving the efficiency of the specialist accreditation system, as well as the certification procedure for medical and pharmaceutical workers when establishing qualification categories.
Government decisions:
Approve the draft amendments of the Government of the Russian Federation to the draft federal law No. 1209623-8 “On Amendments to the Federal Law “On the Fundamentals of Citizen Health Protection in the Russian Federation”” and submit them to the State Duma in the prescribed manner.
5. On the Repeal of Certain Acts of the Government of the Russian Federation (regarding amendments to the Regulation on the Ministry of Labor and Social Protection of the Russian Federation)
The draft decree provides for the repeal of certain provisions of the regulations on the Ministry of Labor and Social Protection of the Russian Federation.

6. On the allocation to the Russian Ministry of Agriculture in 2026 from the Reserve Fund of the Government of the Russian Federation of budgetary appropriations for providing subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation for the co-financing of expenditure obligations of the constituent entities of the Russian Federation to financially support (reimburse) agricultural producers for part of the costs of carrying out agrotechnical works in the cultivation of winter cereal crops for the 2027 harvest
