Deputy Prime Minister Dmitry Chernyshenko held a working meeting with the Governor of the Tula Region Dmitry Milyaev. They discussed the development of education, science, youth policy, sports, tourism, and the digital economy in the region.
“Tula Oblast is actively participating in the measures of the national project ‘Youth and Children’ and is creating conditions for the realization of the residents’ potential. Within the framework of the federal project ‘Professionalism,’ the ‘Priority-2030’ program, and the ‘Advanced Engineering Schools,’ the region’s educational institutions are receiving a significant boost for the development of education and science. Recently, Tula Oblast joined a large-scale program for the construction of world-class campuses – this is a landmark event. By order of President Vladimir Vladimirovich Putin, we are creating an entire constellation of such student campuses. I am confident that the interuniversity campus in Tula Oblast should become one of the bright stars,” said Dmitry Chernyshenko.
It should be noted that at the end of October, the Ministry of Science and Higher Education supported this project within the framework of the federal project “Creation of a Network of Modern Campuses” under the national project “Youth and Children.” The central facility of the Tula campus will be the OPK center for the development of advanced technologies in the field of robotics and composite materials, designed for 2,500 students. Based on the renovated building of Tula State University, it is planned to open the “MedBioTechCenter” for training more than 2,000 medical professionals and conducting scientific research. The project also includes the construction of a hotel-type student dormitory, including places for student families, and the modernization of the university’s sports infrastructure. By order of Russian President Vladimir Putin, at least 40 modern university campuses should be created in the country by 2036.
“The President of Russia, Vladimir Vladimirovich Putin, has set the task of ensuring our country’s technological leadership. For the Tula region, one of Russia’s leading industrial regions, the training of highly qualified specialists is of particular importance. The creation of an inter-university campus will combine the capabilities of science, education, and industry, provide enterprises with the skilled workforce they need, and give young people new opportunities for professional development. It is important to us that talented young people can receive quality education, engage in science, and build their future in the Tula region. Thank you, Dmitry Nikolaevich, for supporting our project and for your attention to the development of the region’s scientific and educational potential,” noted Dmitry Milyaev.
For the development of secondary vocational education within the federal project “Professionalitet,” educational and production clusters oriented towards the needs of enterprises are being created in the region. Currently, about 41 thousand students are studying in 45 secondary vocational education institutions in the Tula region. The modernization of educational infrastructure and the strengthening of the interaction between colleges and employers continues.
In the field of tourism, special attention is paid to the development of infrastructure, the preservation of historical and cultural heritage, and the creation of new attraction points. According to the region’s data, over the past six years, the tourist flow to the Tula region has doubled, reaching 2 million trips per year. In the eight months of 2026, the number of tourist trips increased by another 14%.
“Thanks to the national project ‘Tourism and Hospitality,’ investment projects are being supported in the Tula region, new hotels and tourist routes are being created. As a result, the entire tourism sector is developing rapidly. And most importantly, an increasing number of our citizens are visiting the Tula region and getting acquainted with its history and culture,” said Dmitry Chernyshenko.
One of the promising directions is the development of creative industries. In particular, in October, work began on the region’s first musical tourism route.
Special attention at the meeting was given to the development of mass and youth sports. In 2026, the Tula region plans to build and renovate 24 sports facilities, as well as create 16 open sports grounds, including inclusive ones. To improve access to sports activities in rural areas, the “Sports Bus” project is being implemented, which provides transportation for children to training sessions and competitions. Work continues on developing adaptive physical culture, training coaching staff, and creating conditions for veterans of the special military operation to engage in sports.
Youth policy issues were considered closely in connection with the development of education, culture, and sports. In the Tula region, the regional project “Knowledge. Creativity. Sports” is being implemented, aimed at revealing the abilities of schoolchildren and creating additional opportunities for their comprehensive development. Within the framework of the project, the Unified School Sports League for six sports started in October. At the same time, the Creative School League is being formed, which will unite theatrical and choral art, choreography, decorative and applied creativity, and school museums. The first events are scheduled for January 2027. This will create additional conditions for youth self-realization, support for creative initiatives, and involvement of young people in the development of the region.
The meeting also discussed the implementation of artificial intelligence and digital technologies in key sectors of the economy and public administration. The region has implemented 18 AI-based solutions. All socially significant mass services have been converted to electronic format.
