First Deputy Prime Minister Denis Manturov made a working trip to the Pskov region, where he visited several industrial enterprises and held a meeting with the region’s governor, Mikhail Vedernikov.

Denis Manturov visited the production facilities of Akron Holding – Sevkabel and SKT-Service, where he familiarized himself with the results of the project to relocate a historic enterprise from Saint Petersburg to Pskov. As part of the large-scale move, more than 600 trucks carrying equipment, technological documentation, and museum exhibits of the factory were relocated. Today, Sevkabel produces power and control cables, geophysical and shipboard products for key sectors of the economy: construction, energy, and industry. Among the customers are entities of the state corporation Rosatom, PAO Rosseti, and JSC USC. On the reconstructed site covering 80,000 square meters, 90% of the planned 73 production lines have been installed. The First Deputy Chairman of the Government inspected the production line for manufacturing flexible cables with rubber insulation. Special attention was paid to the rubber mixing complex, which allows creating materials with specified characteristics for shipboard and mine cables. A strategic achievement was the launch of in-house production of six innovative types of polymers.

During the inspection of the “SKT-Service” site, the first deputy prime minister familiarized himself with the full cycle production – from design to service maintenance. The enterprise specializes in products for the oil and gas industry: flexible polymer pipes for oil extraction in challenging conditions, downhole heating systems designed to operate in the Far North, rail welding equipment, geophysical winches, and hoisting installations. The products are used in the extraction of heavy oil, railway construction, and metro maintenance. The equipment is supplied both to Russian companies and enterprises in neighboring countries. Domestic control systems and components are used in the production.

In addition, the First Deputy Prime Minister visited the AVAR plant, which specializes in the production of electrical equipment for automotive technology: relays, fuses, switches, control units, lighting modules. On site, they familiarized themselves with the operation of the assembly shop, as well as plastic molding and electroplating. The factory produces more than 500 different products and is a supplier to all the country’s largest auto assembly enterprises, including AvtoVAZ.

In conclusion, Denis Manturov held a working meeting with Mikhail Vedernikov.

“The region’s manufacturing industry as a whole shows good results – the industrial production index for the current year exceeds the average indicator for Russia. Since 2023, the Government has allocated more than 2 billion rubles to the region in subsidies to support industrial enterprises. This includes the Industrial Development Fund, which since 2016 has directed more than 10 billion rubles to manufacturing projects,” noted Denis Manturov.

The head of the region thanked the First Deputy Chairman of the Government for the systematic support provided to the Pskov region over many years.

“Support and loans provided to industrial enterprises are used for production development and deliver results: the average wage increases, and the range of products produced by enterprises expands. There are 133 large and medium-sized enterprises operating in the Pskov region. At the regional level, we strive to provide all possible support measures,” the governor noted.

Separately, the head of the region expressed gratitude for the systematic support in organizing the passenger bus fleet. The region repeatedly received substantial funding for the renewal of public transport with federal support, utilizing the opportunities of a special treasury loan. Thanks to federal support, the region was able to purchase 281 modern buses in 2020 and 2024 to address the issue of an outdated public transport fleet. The head of the region emphasized the importance of this assistance and requested help in acquiring additional equipment for the region. The first deputy prime minister instructed the Ministry of Industry and Trade and the Ministry of Finance to work on the issue of supporting the update of the region’s bus fleet using federal resources.

Over the past few years, the industry of the Pskov region has demonstrated stable dynamics. The industrial production index of the region for the eight months of 2026 was 102.1%, exceeding the average indicator for Russia.

Since 2016, the Industrial Development Fund has financed 13 projects in the Pskov region, directing more than 10 billion rubles in concessional loans to the region’s manufacturing sector.

Pskov Oblast is a vivid example of engagement and attention to the implementation of national projects. Thus, by the end of 2025, the region took second place in Russia for the level of achievement of national project indicators. The oblast demonstrates a responsible approach to the federal projects “Agricultural Product Export” and “Systemic Measures for the Development of International Cooperation and Export,” with the level of achievement of indicators for these projects reaching 100% by the end of last year.

In 2025, as part of the implementation of the national project “International Cooperation and Export,” 13 tools of the Regional Export Standard 2.0 were introduced in the Pskov region. With the assistance of the Pskov Region Export Support Center, 12 enterprises signed export contracts. For the elapsed period of 2026, the achievement level of federal project indicators is 99.25%.

The volume of funding increases every year. Thus, in 2025, 11.14 billion rubles were allocated for the implementation of federal projects in the Pskov region, and in 2026 – 18.09 billion rubles.
