Denis Manturov spoke at the government hour in the Federation Council.
First Deputy Prime Minister Denis Manturov took part in the government hour in the Federation Council dedicated to issues of manufacturing industry development.
The First Deputy Prime Minister noted that, despite all difficulties, since 2022 the volume of manufacturing production has increased by more than 20%. This year, positive dynamics continue, primarily due to industries involved in ensuring the country’s defense capability.
“At the same time, signs of recovery in consumer-oriented civilian production are emerging. This particularly concerns the automotive industry, furniture, and certain segments of household electronics. It is especially important that, amid rising fiscal and debt pressure, enterprises retain their workforce and find opportunities to raise salaries. Over the year, their average level has increased by 11%, reaching 109,000 rubles. This enables companies to maintain operational stability and contribute to strengthening technological sovereignty,” noted Denis Manturov.
The priorities of this work are defined by the national projects for technological leadership, for the implementation of which 600 billion rubles have already been allocated from the federal budget. About 2 trillion rubles are also planned in the budget project for the next three years.
Denis Manturov spoke about the key tools for supporting capital-intensive initiatives. In particular, through the Industrial Development Fund, more than 380 projects have been supported in less than two years. The three-year budget draft includes 205 billion rubles for recapitalization of the IDF.
“We actively involve the regions in the implementation of national projects. The support here is provided by a network of almost 650 operational and developing industrial parks and industrial technoparks. By the President’s directive, special attention is given to enterprises in the Far East and the Arctic. And, of course, a separate emphasis is placed on integrating companies from the Donetsk People’s Republic, Luhansk People’s Republic, Kherson, and Zaporizhzhia regions into the scope of government tasks. About three hundred enterprises have resumed operations in their territories, which allows for the consistent restoration of the industrial potential of these regions,” emphasized Denis Manturov.
One of the issues discussed during the government hour was the programs to support demand for Russian automotive products. Denis Manturov stated that the preferential car loan and leasing programs will resume from December 1, 2026, funded by the resources allocated for the next year.
“In total, we have already exceeded the parameters for this year, reaching a figure of 178 thousand cars sold under two programs – car loans and car leasing. We indeed made a conscious decision to suspend it because the limits for this year were exhausted. But we found a solution. The Ministry of Industry and Trade and the Ministry of Finance submitted a proposal to the Government, we supported it, and from December 1 the program will be resumed, but from the limits for 2027,” said the First Deputy Prime Minister.
